During the meeting on February 28, 2025, after listening to the report from the Central Organization Committee on the contents, tasks, and timeline for implementing the research and proposal for continued restructuring of the political system's organizational apparatus as directed, concluded by the Central Committee, Politburo (Official Dispatch 8011-CV/BTCTW, dated February 27, 2025), the Politburo, and the Secretariat commented as follows:

To ensure decisive and effective implementation of the tasks and solutions mentioned in Conclusion 121-KL/TW dated January 24, 2025, by the Central Executive Committee of the Communist Party on summarizing Resolution 18-NQ/TW dated October 25, 2017, by the Central Executive Committee of the Communist Party, term XII and Conclusion 126-KL/TW dated February 14, 2025, by the Politburo and the Secretariat on several contents and tasks for continued restructuring and streamlining the political system's organizational apparatus in 2025, in which the Politburo and the Secretariat require the Party committees and organizations to focus on implementing the content of building a proposal for merging certain provincial-level administrative units, not reorganizing the district level, and continuing to merge commune-level administrative units.

- Entrust the Communist Party to the Government of Vietnam to chair, in cooperation with the Central Organization Committee, the Communist Party committee of the National Assembly, the Communist Party committee of the Fatherland Front, central mass organizations, and relevant agencies to direct the research, build the proposal, and submit it to the Politburo on merging certain provincial-level administrative units, not organizing the district level, and continuing to merge commune-level administrative units, in which:

(1) For the provincial level: Beyond relying on population size, area, it is necessary to thoroughly research national, regional, and local planning, socio-economic development strategies, sector development, expansion of development space, leverage comparative advantages, meeting development requirements for each locality, and the new stage's development requirements and orientations... as a scientific basis and foundation for restructuring.

(2) For the commune level: Clearly define the local governance models for communes in urban, rural, mountainous, delta, island areas, population size, area, history, culture, socio-economic issues, defense, security, ethnicity, religion... Develop the functions, tasks, powers, organizational apparatus, and staff limits of local governance at the commune level.

(3) Clarify the working relationship between the levels of local government (between provincial and commune levels); the vertical working relationship from the Central to the commune level (between ministries and central authorities, specialized departments, and responsible units, individuals by field), ensuring convenient, synchronized, interconnected, efficient, effective operations; clearly define the conditions ensuring the commune-level government's effective performance before, during, and after restructuring.

- Urge the Government of Vietnam, Communist Party committee to promptly implement, ensuring the following specific timeline:

+ Report to the Politburo for guidelines before seeking opinions from the Party committees, Party organizations no later than March 9, 2025.

+ Incorporate feedback from the Politburo, Secretariat, and complete the proposal to seek opinions from provincial, municipal Party committees, Party committees under the Central, relevant agencies, organizations, central Party committees no later than March 12, 2025.

+ Integrate feedback from provincial, municipal Party committees, Party committees under the Central, relevant agencies, organizations, central Party committees, and complete the proposal, report to the Politburo, Secretariat before March 27, 2025.

+ Incorporate feedback from the Politburo, Secretariat, relevant agencies, complete the proposal, and the report; submit to the Central Executive Committee of the Communist Party (via the Central Organization Committee) before April 7, 2025.
