Fee for appraisal of conditional business in the seafood sector 5.7 million VND/time

The Ministry of Finance has just issued Circular No. 112/2021/TT-BTC stipulating the rate, collection, payment, management and use of fees in the field of aquaculture management. Accordingly, the appraisal fee for conditional business in the fisheries sector is VND 5.7 million/time.

Fee for assessment and issuance of certificates of imported aquatic feeds and aquaculture environmental treatment products is VND 470,000/time/product

Circular No. 112/2021/TT-BTC clearly states that when submitting dossiers to competent state agencies for appraisal in the field of aquaculture management, they must pay fees as prescribed. in this Circular.

Fee-collecting organizations include: Directorate of Fisheries; Center for Testing, Testing and Accreditation of Aquaculture; State management agencies in charge of fisheries in provinces and centrally run cities.

Fees charged in the field of aquaculture management comply with the Fee Schedule promulgated together with Circular No. 112/2021/TT-BTC as follows:

Fee for assessment and certification of aquatic supplies (appraisal and certification of imported aquatic feeds and aquaculture environmental treatment products): 470,000 VND/time/product.

Fee for appraisal of conditional business in the field of aquatic products (appraisal of conditional business in the field of aqua feed, aquaculture environment treatment products for production establishments): 5.7 million VND/time.

Fees for appraisal, accreditation or appointment, supervision of testing laboratories, laboratories in the field of aquaculture (appraisal, accreditation or appointment, supervision of laboratories, laboratories in the field of aquaculture): 5.7 million VND/time.

No later than the 5th of every month, the fee-collecting organization must deposit the collected fee amount of the previous month into the fee account waiting for budget payment opened at the State Treasury. The fee-collecting organization shall declare and pay the collected fee amount on a monthly basis and settle the annual settlement according to the provisions of the Law on Tax Administration and the Government's Decree No. 126/2020/ND-CP detailing a number of articles. of the Tax Administration Law.

The fee-collecting organization shall pay the entire collected fee amount into the State budget, except for some cases. The source of expenses to cover the performance of the work and the collection of fees shall be arranged by the State budget in the estimate of the collecting organization according to the regime and norms of state budget expenditure.

In case the toll collection organization is a public non-business unit or a state agency that is entitled to contract its operating expenses from the toll collection according to the Government's Decree No. 120/2016/ND-CP detailing and guiding the implementation of a number of articles of the Law on Fees and Charges, 90% of the collected fee may be deducted to cover expenses for expenses as prescribed. Pay 10% of the fee collected to the State budget.

This Circular takes effect from February 1, 2022.
