1. Requirements for online application for registration of cooperatives and cooperative unions in Vietnam

According to the provisions of Clause 3 Article 31 of Decree 92/2024/ND-CP, the online application for registration of artels, cooperatives, and cooperative unions in the must meet the following requirements:

- Must contain all necessary documents and the content of these documents must be fully declared according to regulations as in the paper-based registration application and presented in electronic document format. The name of the electronic document must correspond to the type of document in the paper-based registration application. Individuals signing the registration application can use a digital signature to sign directly on the electronic document or sign on the paper document and scan (scan) the paper document into the formats specified in Clause 2 Article 31 of Decree 92/2024/ND-CP;

- The registration information declared on the Cooperative Registration Information System must be fully and accurately entered according to the information in the paper-based registration application; this includes the submitter’s phone number and email address;

- The registration application for artels, cooperatives, and cooperative unions in the electronic environment is authenticated with the digital signature of the person authorized to sign the registration application or the person authorized by the competent person to perform the registration procedures. In the case of authorization to perform the registration procedures, the electronic environment registration application must be accompanied by the documents and materials stipulated in Article 12 of Decree 92/2024/ND-CP and presented in the electronic document format specified in point a Clause 3 Article 31 of Decree 92/2024/ND-CP.

2. Online procedures for registration of artels, cooperatives, and cooperative unions using digital signatures in Vietnam

The online procedures for registration of artels, cooperatives, and cooperative unions using digital signatures in Vietnam are stipulated in Article 32 of Decree 92/2024/ND-CP as follows:

- The submitter uses an electronic identification account to access the Cooperative Registration Information System.

- The submitter declares the information, uploads the electronic documents, digitally signs and authenticates the registration application in the electronic environment, and pays the fee according to the procedure on the Cooperative Registration Information System.

- After completing the submission of the registration application, the submitter will receive a registration application receipt in their account on the Cooperative Registration Information System.

- The registration information for artels, cooperatives, and cooperative unions on the Cooperative Registration Information System is transmitted to the taxpayer registration application system to coordinate and exchange information between the district business registration authority and the tax authority.

- If the application qualifies for the issuance of a registration for artels, cooperatives, and cooperative unions, the district business registration authority will issue registration either in paper format or electronic format. If the application is not compliant or the name of the artel, cooperative, or cooperative union requested for registration is not in accordance with regulations or the information declared in the registration application is inconsistent, the district business registration authority will send a notification in the electronic environment to the artel, cooperative, or cooperative union to request amendments or supplements to the application. The submitter uses an account to access the Cooperative Registration Information System to receive feedback on the application processing results.

- Artels, cooperatives, and cooperative unions performing registration procedures in the electronic environment can discontinue the registration procedures for artels, cooperatives, or cooperative unions according to Clause 7 Article 19 of Decree 92/2024/ND-CP.
