1. Prohibited acts in Vietnam under the Law on Identification 2023

Prohibited acts in Vietnam under the Law on Identification 2023 include:

- Issuing, reissuing, revoking identity cards, or identity certificates contrary to the regulations of the law.

- Retaining identity cards, or identity certificates contrary to the regulations of the law.

- Harassing, causing trouble, discriminating when resolving administrative procedures related to identity, the National Population Database, and the Identity Database.

- Falsifying records, documents about identity, altering the information in the National Population Database and the Identity Database; failing to provide, inadequately providing, inaccurately providing, or illegally providing information, documents about identity or information in the National Population Database, Identity Database.

- Failing to adhere to the procedure of issuing identity cards as stipulated in Clause 2, Article 19 of the Law on Identification 2023.

- Producing, deploying tools, means, software, or other acts disrupting operations of the information infrastructure of the National Population Database and Identity Database, the identification and electronic authentication system.

- Counterfeiting, altering, intentionally misrepresenting the content of identity cards, electronic identity, or identity certificates; appropriating or illegally using another's identity card, electronic identity, or identity certificate; renting, leasing, pawning, accepting pawned identity cards or certificates; destroying identity cards or certificates; using fake identity cards, electronic identity, or identity certificates.

- Unauthorized access, alteration, deletion, destruction, dissemination, or other activities related to processing personal data in the National Population Database, Identity Database, or electronic identification and authentication system contrary to the regulations of the law.

- Exploiting, sharing, buying, selling, exchanging, appropriating, or illegally using information, data in the National Population Database, Identity Database, or electronic identification and authentication system.

2. The uses of identity cards in Vietnam

- The identity card is valid for proving personal identity and other information integrated into the identity card of the cardholder for performing administrative procedures, public services, transactions, and other activities within the territory of Vietnam.

- The identity card can be used as a substitute for travel documents in cases where the Socialist Republic of Vietnam and a foreign country have concluded agreements or international treaties allowing their citizens to use the identity card instead of travel documents on each other's territories.

- The identity card or personal identification number can be used by agencies, organizations, and individuals to verify the information of the cardholder in the National Population Database, other national databases, and specialized databases according to the regulations of the law.

In cases where the cardholder must present the identity card upon request of a competent agency, organization, or individual, the said agency, organization, or individual must not require the cardholder to present documents or provide information that is already printed or integrated into the identity card; if the information has changed compared to the information on the identity card, the cardholder must provide legally valid documents proving the changed information.

- The State protects the rights and legitimate interests of the person issued the identity card according to the regulations of the law.
