1. Newest guidance on issuance of identification numbers for artels, cooperatives and cooperative unions in Vietnam

The identification number for the artel, cooperative, cooperative union is generated, sent, and received automatically by the Information System for Cooperative Registration and the taxpayer registration application system. It is recorded on the Certificate of Registration for the artel and the Certificate of Registration for Cooperatives. The creation of the identification number for the artel, cooperative, cooperative union is implemented according to the provisions of Clause 3, Article 14 of Decree 92/2024/ND-CP as follows:

- When the registration application for the artel, cooperative, cooperative union meets the conditions to be granted a Certificate of Registration for the artel or Cooperative, the Information System for Cooperative Registration transmits the registration information for the establishment of the artel, cooperative, cooperative union to the taxpayer registration application system;

- The taxpayer registration application system receives the registration information for the establishment of the artel, cooperative, cooperative union from the Information System for Cooperative Registration and automatically checks the compliance of the information according to the provisions of the law on taxpayer registration.

In cases where the information complies with the provisions of the law on taxpayer registration, the taxpayer registration application system automatically generates the identification number for the artel, cooperative, cooperative union and assigns the tax management agency to manage the artel, cooperative, cooperative union. At the same time, it transmits this information to the Information System for Cooperative Registration.

In cases where the information does not comply with the provisions of the law on taxpayer registration, the taxpayer registration application system automatically responds about the non-compliant information and transmits it to the Information System for Cooperative Registration;

- Based on the information provided by the taxpayer registration application system, the district-level business registration authority issues the Certificate of Registration for the artel or Cooperative and notifies the tax management agency managing directly to the founder of the artel, cooperative, cooperative union. In cases where the application does not meet the conditions for issuance according to tax law regulations, the district-level business registration authority notifies the artel, cooperative, cooperative union.

2. Regulations on names of cooperatives, cooperative unions' branches, representative offices and business locations in Vietnam

The names of cooperatives, cooperative unions' branches, representative offices and business locations in Vietnam are specifically regulated in Article 16 of Decree 92/2024/ND-CP as follows:

- The proper name part in the name of the branch, representative office, business location of the cooperative or cooperative union must be written using the letters in the Vietnamese alphabet, the letters F, J, Z, W, numbers, and symbols.

- In addition to the Vietnamese name, branches, representative offices, and business locations of the cooperative or cooperative union may register names in foreign languages and abbreviated names. The foreign language name is translated from the Vietnamese name into one of the Latin scripts. The abbreviated name is abbreviated from the Vietnamese name or the foreign language name.

- The name of the branch, representative office, and business location must be written or displayed at the headquarters of the branch, representative office, and business location.
