This is the content mentioned in Decision 175/QD-TTg dated February 14, 2024 on the Plan to implement the Law on Identification 2023 issued by the Prime Minister of Vietnam.
Vietnam: There will be 02 Decrees and 04 Circulars guiding the implementation of the Law on Identification 2023
Lega documents detailing the assigned contents in the Law on Identification 2023 will be developed for promulgation, including:
(1) The Decree details a number of articles and measures to implement the Law on Identification 2023 (developed and promulgated according to shortened order and procedures).
- Responsible agency: Ministry of Public Security.
- Coordinating agency: Ministry of Information and Communications, Ministry of Justice and relevant agencies.
- Deadline for submission/issue: Before July 1, 2024.
(2) Decree regulating electronic identification and authentication (developed and promulgated according to simplified procedures).
- Responsible agency: Ministry of Public Security.
- Coordinating agency: Ministry of Information and Communications, Ministry of Justice and relevant agencies.
- Deadline for submission/issue: Before July 1, 2024.
(3) Circular of the Minister of Public Security detailing a number of articles and guiding the implementation of the Law on Identification 2023.
- Responsible agency: Ministry of Public Security.
- Coordinating agency: Relevant agencies.
- Promulgation and effective date: Before July 1, 2024.
(4) Circular of the Minister of Public Security regulating forms of identification cards and forms of identification certificates.
- Responsible agency: Ministry of Public Security.
- Coordinating agency: Relevant agencies.
- Promulgation and effective date: Before July 1, 2024.
(5) Circular of the Minister of Public Security regulating identification and residence records.
- Responsible agency: Ministry of Public Security.

(6) Circular of the Minister of Public Security regulating the process of issuing and managing identification cards and identification certificates.

Thus, before the effective date of the Law on Identification 2023, 02 Decrees and 04 Circulars will be issued to guide this Law.

Purpose and requirements of the Plan to implement the Law on Identification 2023 **Purpose - Determine specific work content, deadlines, completion progress and responsibilities of relevant agencies and organizations in implementing the Law on Identification 2023, ensuring timeliness, synchronization, consistency, effectiveness and efficiency. - Determine responsibilities and coordination mechanisms between ministries, ministerial-level agencies, Government agencies and localities in carrying out activities to implement the Law on Identification 2023 nationwide. - Raise awareness about theLaw on Identification 2023 and the responsibilities of all levels and sectors in implementing the Law. **Request - Ensure unified direction of the Government and Prime Minister; Close, regular and effective coordination between ministries, ministerial-level agencies, Government agencies and relevant agencies and organizations in implementing the Law on Identification 2023. - The content of work must be linked to the responsibility and leading role of the Ministry of Public Security in coordinating with ministries, ministerial-level agencies, Government agencies and relevant agencies and organizations. - Heads of agencies, organizations, and units are assigned the task of proactively implementing the Plan on schedule, ensuring consistency, quality, practicality, and effectiveness. - Regularly inspect, urge, guide, and promptly resolve difficulties and problems during the implementation of the Law on Identification 2023. |
