Principles of constructing and developing national defense and security industry and industrial mobilization in Vietnam

According to Article 5 Law on National Defense and Security Industry and Industrial Mobilization 2024, the principles of constructing and developing national defense and security industry and industrial mobilization in Vietnam are prescribed as follows:

(1) Under the absolute and direct leadership of the Communist Party of Vietnam in all aspects, and the unified management of the State.

(2) Comply with the Constitution and laws of Vietnam, and international treaties to which the Socialist Republic of Vietnam is a member.

(3) Self-reliance, resilience, dual-use, modernization, proactive international integration, where internal strength is the determining factor.

(4) Maximize the overall strength in building and developing national defense, security, and industrial mobilization; ensure technical equipment and operational technical means for the people's armed forces in all situations.

(5) The organizational structure ensures cohesion, efficiency, streamlined, strong, and effective operation, consistent with the specificities of the national defense and security sector.

(6) Closely connect and maximize the capabilities of the defense industry and security industry; ensure practicality, efficiency, and avoid duplication in investment, building, and developing the defense industry and security industry.

(7) Industrial mobilization is prepared and implemented from peacetime; ensure proactive, prompt, and adequate responses to demands when there is a partial or comprehensive mobilization order and during wartime. Industrial mobilization is carried out based on the capabilities of enterprises, with large-scale production enterprises playing a key role. Build an extensive network of industrial mobilization bases, diverse in products, closely linked with core defense industry bases.

Regulations on the National defense and security industry fund in Vietnam

According to Article 22 Law on National Defense and Security Industry and Industrial Mobilization 2024, the National defense and security industry fund in Vietnam   is prescribed as follows:

The National defense and security industry fund is an off-budget state financial fund, established at the central level, managed by the Government of Vietnam to support the implementation of urgent, novel, high-risk tasks or research and manufacture of strategically significant technical equipment and special operational technical means.

The National defense and security industry fund is formed from the following financial sources:

+ Support from the state budget;

+ Legitimate capital sources decided by competent authorities;

+ Deductions from post-tax profits as prescribed in point a, clause 4, Article 21 of the Law on National Defense and Security Industry and Industrial Mobilization 2024;

+ Voluntary contributions from organizations and individuals, both domestic and foreign;

+ Other legitimate financial sources as prescribed by law.

- The operating principles of the National defense and security industry fund are prescribed as follows:

+ Non-profit;

+ Manage and use for the right purposes, in accordance with the law, promptly, and effectively;

+ Support the implementation of urgent, novel, high-risk tasks or research and manufacture of strategically significant technical equipment and special operational technical means.

- The Government of Vietnam shall stipulate in detail the establishment, management, allocation, and use of the National defense and security industry fund .

More details can be found in the Law on National Defense and Security Industry and Industrial Mobilization 2024, which comes into force in Vietnam from July 1, 2025.
