Content of Monitoring and Evaluating the Quality of Meteorological and Hydrological Data Transmission and Reception

According to the provisions in Circular 14, the monitoring and evaluation of the quality of real-time transmission, reception, and broadcasting of meteorological and hydrological information and data are based on the following contents:

- Monitoring the process of transmission, reception, and broadcasting of information and data:- Monitoring the volume of information and data;- Monitoring the transmission and reception time;- Checking the structure and format of information and data.- Evaluating the quality of transmission, reception, and broadcasting of information and data:- Evaluating the completeness of the volume of information and data;- Evaluating the correctness of the structure and format of information and data;- Evaluating the promptness of the transmission, reception, and broadcasting of information and data;- Compiling quality evaluation reports on transmission, reception, and broadcasting.

Additionally, Circular 14 also stipulates the remedial measures in the event of transmission issues as follows:

- In the event that information and data are not received, the volume is not sufficient, the structure and format are incorrect, or the transmission time is not as regulated, the monitoring department shall report to the information and data transmission units for handling;- In the event of transmission line and software errors, the technical department shall be required to handle them;- Recording the logs.
