Recently, Circular 09/2019/TT-BCT was issued by the Minister of Industry and Trade, stipulating the management of safety of dams and hydropower reservoirs.

The owner of a dam or hydroelectric reservoir is responsible for developing a dam and hydroelectric reservoir protection plan, submitting it to the competent authority for approval as stipulated in Point b, Point c, Clause 5, Article 23 of Decree 114/2018/ND-CP or self-approving as stipulated in Clause 6, Article 23 of Decree 114/2018/ND-CP. Circular 09/2019/TT-BCT stipulates that during the exploitation phase, if there are changes in the layout of the project and the location of the protection forces within the protection scope of the dam or hydroelectric reservoir, the owner of the dam or hydroelectric reservoir is responsible for adjusting the plan and submitting it to the competent authority for approval as stipulated in Point b, Point c, Clause 5, Article 23 of Decree 114/2018/ND-CP or self-approving as stipulated in Clause 6, Article 23 of Decree 114.

The Department of Safety Engineering and Industrial Environment is the competent authority to receive and appraise the protection plan dossier for dams and hydroelectric reservoirs under the jurisdiction of the Ministry of Industry and Trade for approval.
