On September 10, 2024, the Prime Minister of the Government of Vietnam issued Decision 953/QD-TTg regarding the release of rice from the reserves to support localities affected by No. 3 typhoon.

The Prime Minister of the Government of Vietnam directs:

- The Ministry of Finance to release, without charge, 200 tons of rice from national reserves to the Ministries of Public Security and Defense (each ministry receiving 100 tons of rice) for relief efforts in the localities of Lao Cai, Hoa Binh, Son La, Lai Chau, Dien Bien, Ha Giang, Cao Bang, Bac Kan, Yen Bai, Tuyen Quang, Phu Tho, Bac Giang, Thai Nguyen, Lang Son, which were affected by No. 3 typhoon in 2024.

The Ministry of Finance, the Ministry of Defense, and the Ministry of Public Security are to handle specifics in accordance with regulations.

- The Ministry of Public Security, the Ministry of Defense:

+ Proactively work directly with the Ministry of Finance to organize the receipt of national reserve goods according to the regulations.

+ Direct relevant units to actively and proactively cooperate with the aforementioned localities to promptly organize relief efforts, ensuring compliance with legal provisions, meeting needs, targeting the right people, and following the set standards, avoiding loss and waste.

- The Ministries of Finance and Defense, within their functions and assigned tasks, are responsible for the accuracy, basis, information, and figures reported and proposed.

Prime Minister's instruction on urgent provision of food and necessities to people affected by No. 3 typhoon in Vietnam

The Official Telegram 90/CD-TTg in 2024 clearly stated that No. 3 typhoon and its circulation caused heavy rain over a large area in the North, especially in the mountainous and midland provinces of the North, causing great damage to life and property, seriously affecting production and people's lives.

In order to quickly stabilize production and people's lives, to prevent people from being hungry, cold, homeless, without clean water, without medical care, and for students to be able to go to school soon, the Prime Minister requests:

- The Minister of National Defense and the Minister of Public Security direct functional units to actively and proactively coordinate with localities affected by No. 3 typhoon to urgently transport food, provisions, dry rations, instant noodles, necessities, drinking water, clean water... to provide for people in isolated areas, people lacking food, provisions, and necessities... in the fastest time possible.

- The Minister of Finance shall provide the Ministry of National Defense and the Ministry of Public Security with 100 tons of rice/Ministry from the national reserve to proactively transport to localities lacking rice affected by No. 3 typhoon (paying attention to not allowing misconduct, corruption, or waste).

- The Secretary and Chairman of the People's Committee of the above-mentioned provinces and cities direct the relevant agencies to:

+ Coordinate with the Ministry of National Defense and the Ministry of Public Security to grasp the situation of people lacking food, foodstuffs, and clean water; organize the distribution of food, foodstuffs, dry food, and necessities to people affected by No. 3 typhoon as quickly as possible, ensuring the right subjects, efficiency, and avoiding loss and waste.

+ Review, urgently repair, and restore medical facilities damaged by the impact of rain, storms, and floods to promptly treat the injured and take care of people's health.

+ Review, urgently repair, and restore schools and classrooms damaged by the impact of rain, storms, and floods so that students can return to school soon, without greatly affecting their studies.

- Assign Deputy Prime Minister Ho Duc Phoc to directly direct relevant ministries, branches, and localities to seriously implement Official Telegram 90/CD-TTg.

- The Government Office, according to its assigned functions and tasks, monitors and urges the implementation of Official Telegram 90/CD-TTg; promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
