Vietnam: The provincial-level People’s Council shall not prescribe collection of toll road fee with respect to motorcycles

This is a notable content specified in Circular No. 250/2016/TT-BTC of the Ministry of Finance of Vietnam providing guidance on fees and charges within the jurisdiction of the People’s Councils of centrally-affiliated cities and provinces.

According to Circular No. 250/2016/TT-BTC of the Ministry of Finance of Vietnam, the provincial-level People’s Council shall not prescribe collection of toll road fee with respect to two-, three-wheeled, motorcycles and other equivalents in accordance with Decree No. 28/2016/ND-CP of Vietnam’s Government revising certain articles of Decree No. 56/2014/ND-CP and Decree No. 18/2012/ND-CP.

Moreover, the determination of toll road fee shall be carried out as follows:

Toll road fee is collected on an annual basis per a road vehicle. Toll road fee applied to roads under the scope of provincial-level delegated authority is the amount of receipt from two-, three-wheeled motor vehicles, motorcycles or other equivalents which have been registered to be used on roads (including vehicle registration certificate and vehicle registration plate).
