Vietnam’s Circular 42: Responsibilities of electricity customers

Recently, the Ministry of Industry and Trade of Vietnam issued Circular No. 42/2015/TT-BCT on electrical measurement in the electricity system.

According to Circular No. 42/2015/TT-BCT of the Ministry of Industry and Trade of Vietnam, electricity customers shall have the following responsibilities:

- Create favorable conditions and coordinate with electricity sellers in installing, accepting, testing, troubleshooting, replacing, upgrading, and renovating metering systems and metering data collection systems.

- In case of connection to a voltage level of 110 kV or higher, electricity customers are responsible for coordinating with the electricity seller in unifying the technical design of the metering system and the metering data collection system to serve the delivery of electricity between electricity customers and the transmission or distribution grid.

- In case an electricity customer invests in a metering system and a metering data collection system as agreed with the electricity seller, electricity customers are responsible for preparing technical design agreement documents, presiding over acceptance, inspection, operation management, troubleshooting, replacing, upgrading, renovating the measurement system, measurement data collection system (if any) within the scope of management according to the provisions of this Circular and the provisions of law on measurement.
