Vietnam: Requirements for grant of training subsidy for unemployed workers

On October 17, 2016, the Ministry of Finance of Vietnam issued Circular No. 152/2016/TT-BTC (effective from December 04, 2016) on management and allocation of subsidies for basic training and under-03-month training courses. According to this Circular, unemployed workers specified in Article 2 of Decision No. 46/2015/QĐ-TTg shall be entitled to training subsidy provided by the State.

Entities specified in Article 2 of Decision No. 46/2015/QĐ-TTg (regulating policies on support for basic training courses and short-term training courses) issued by the Prime Minister of Vietnam on September 28, 2015 include: females, rural workers, disabled people who take basic training courses and short-term courses; priority shall be given to disabled people and beneficiaries of benefits for meritorious persons, people from ethnic minorities, members of poor households, members of households whose agriculture land or business land is withdrawn, laid off female workers, fishermen; relevant agencies, organizations and individuals.

According to Circular No. 152/2016/TT-BTC of the Ministry of Finance of Vietnam, the above-mentioned entities shall be entitled to training subsidy provided by the State if they meet the following requirements:

- For those working under employment contracts, one of the following documents is required: a resignation/layoff decision, a written notice of contract termination; expired /finished employment contract;

- For those working without employment contracts: A certificate of employment issued by the employer is required;

- For self-employed workers: A business registration certificate which remains valid or a certificate issued by the People’s Committees of the commune in case of absence of the business registration certificate is required.

For those who have been granted the training subsidy but are unemployed, in addition to the documents mentioned above, a certificate of completion of the training course is required.
