On September 29, 2015, the Ministry of Natural Resources and Environment of Vietnam issued Circular No. 42/2015/TT-BTNMT on water resource planning techniques.
According to Circular No. 42/2015/TT-BTNMT of the Ministry of Natural Resources and Environment of Vietnam, preventing, combating and overcoming harmful effects caused by water must adhere to the following principles:
1. Prevention, combat and overcoming of harmful effects caused by water must take prevention as the main; must be able to protect riverbeds, banks and banks, ensuring flow circulation; preventing and combating subsidence, land subsidence and saline intrusion of aquifers.
2. Preventing, combating and overcoming harms caused by water must be associated with water resource protection, water exploitation and use activities; pay attention to the planning of related sectors.
3. Preventing, combating and overcoming harmful effects caused by water must be proactive, promptly respond, and effectively overcome harmful effects caused by water.
4. The level of detail of the planning depends on existing documents and issues that need to be resolved in the prevention, combat and overcoming of harmful effects caused by water in the planning period.
5. Prevention and control solutions must be flexible to proactively respond to unforeseen situations caused by the impact of medium- and long-term socio-economic development.
6. Solutions to overcome harmful consequences caused by water must be suitable with technical level and economic resources in the planning period.
