On November 21, 2022, the Ministry of Transport of Vietnam issued Official Dispatch 12182/BGTVT-VT to handle baggage clearance after the aircraft landed and improve the quality of passenger service at the airport during the peak season of the New Year, Lunar New Year, and the Lunar New Year Festival in 2023.

Accordingly, to overcome the situation of passengers having to wait too long to pick up their luggage at airports, which is still happening, and in order to improve the quality of passenger services at the airport during the peak of the New Year, the Lunar New Year, and the Spring Festival of the Rat in 2023, the Ministry of Transport requires agencies and units to perform a number of tasks, as follows:

* Vietnam Aviation Department:

- Instructing ground service providers and airports to pinpoint the source of the baggage return delay and take immediate corrective action.

- Directing agencies and units in the aviation industry:

(i) Improving the quality of means of transport, transportation, and passenger services, especially ensuring the safety of people and luggage at airports;

(ii) Planning and allocating human resources, implementing solutions to better serve the travel needs of the people, and ensuring the quality of passenger service during the Lunar New Year and the Lunar New Year Festival in 2023.

- Directing the Airport Authority to strengthen inspection and supervision of airport and aerodrome implementation of aviation security, safety, and service regulations; at the same time, strictly handle violations; and provide information to help people travel by air on time.

- Strengthening the propaganda, dissemination, and education of the law on aviation security and safety in order to raise the sense of responsibility and awareness of civil aviation security and safety in the social community; taking measures to remedy and prevent aircraft incidents and accidents.

- Establishing a team to inspect transportation activities and serve passengers at airports and aerodromes, particularly international airports such as Noi Bai and Tan Son Nhat, during the peak season of the Lunar New Year and the Lunar New Year Festival in 2023; promptly directing, correcting, and handling violations (if any).

* Airport Corporation of Vietnam, Van Don International Airport, ground service providers:

- Identifying the root cause of the baggage delay and taking immediate action to correct the situation.Continue to implement the directives of the leaders of the ministry in Notice No. 349/TB-BGTVT dated August 26, 2022, on baggage clearance after the aircraft lands.

- Reviewing, supplementing, and adjusting human resources, service processes, and having appropriate operating and exploitation plans to meet people's travel needs; strictly adhering to price declaration, price listing, and price information disclosure regulations, particularly during peak periods such as New Year's Eve, Lunar New Year, and the Spring Festival of the Year of the Rabbit in 2023.

* Airlines:

- Improving flight inspection and supervision; coordinating with ground service units and airports to overcome delays in returning luggage to passengers; providing timely information to passengers to avoid passenger frustration

- Improving service quality to better meet passengers' needs, especially during the Year of the Rabbit, Lunar New Year, and Spring Festival in 2023.Plan to organize appropriate passenger transport and manage flight schedules to minimize flight delays and cancellations. strictly comply with regulations on price declaration, price listing, and price information publicity to prevent illegal fare increases.
