On December 28, 2018, Circular 52/2018/TT-BLDTBXH was issued by BLDTBXH stipulating the minimum amount of knowledge and the competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of agriculture, forestry, fishery, and veterinary medicine.

In the Regulation on the minimum amount of knowledge and competency requirements that learners must achieve upon graduation at the intermediate and college levels in the veterinary service sector, issued together with Circular 52/2018/TT-BLDTBXH, the minimum skills that students must acquire upon graduating from the intermediate level in veterinary services are stipulated as follows:
- Perform some tasks involved in diagnosing diseases, treating diseases, extracting and mixing semen, and practicing obstetrics;
- Perform certain tasks in the process of building and implementing disease prevention procedures;
- Guide livestock farmers on measures to prevent livestock diseases;
- Implement steps to open pet care services, veterinary medicine stores, and animal feed shops;
- Conduct the business of animal feed and veterinary medicine ensuring effectiveness, safety, environmental hygiene, and compliance with the law;
- Carry out veterinary work at livestock facilities, local agricultural promotion systems, and participate in the production of veterinary medicine;
- Advocate for community participation in implementing livestock and poultry disease prevention plans;
- Update and share new information and technology in the field of veterinary medicine to effectively meet assigned tasks;
- Keep a work diary, compile content and progress reports, and apply occupational safety measures and veterinary hygiene;
- Use basic information technology as prescribed; exploit, process, and apply information technology in professional tasks of the sector;
- Use basic foreign language skills, achieving level 1/6 in the Vietnamese Foreign Language Competency Framework; apply foreign language skills to the professional tasks of the sector.
