Drafting, Typing, Printing, Copying, Duplicating Documents and Items Containing State Secrets

The Ministry of Natural Resources and Environment promulgates Circular 11/2017/TT-BTNMT stipulating specific regulations on drafting, typing, printing, copying, and photocopying documents and materials containing state secrets.

To be specific:, Circular 11 stipulates the authority to permit the printing, copying, and photographing of documents and materials containing state secrets in the field of natural resources and environment as follows:

- The Minister of Natural Resources and Environment has the authority to permit the printing, copying, and photographing of documents and materials containing state secrets classified as Top Secret, Confidential, and Secret.- The Minister of Natural Resources and Environment delegates to the Chief of the Ministerial Office, the General Directors, and the Department Heads under the Ministry the authority to permit the printing, copying, and photographing of documents and materials containing state secrets classified as Confidential and Secret.- The Minister of Natural Resources and Environment delegates to the Heads of units under the Ministry, not included in the aforementioned categories, the authority to permit the printing, copying, and photographing of documents and materials containing state secrets classified as Secret.- Those granted authority cannot delegate this authority to others.

The preparation, typing, printing, copying, and photographing of documents and materials containing state secrets must be conducted in a secure location and executed using equipment that meets security requirements, as specified by the Head of the unit directly managing the documents and materials containing state secrets.

Heads of units must appoint personnel who meet the required standards to perform the tasks of typing, printing, copying, and photographing secret documents; secret documents must be typed and printed from dedicated computers and printers that are not connected to a network.

Note, when organizing the collection of opinions for the drafting of documents containing state secrets from relevant agencies, organizations, units, and individuals, the drafting agency must clearly identify the scope, subjects, and affix the appropriate secrecy level stamp to the draft before soliciting opinions. Agencies, organizations, units, and individuals receiving drafts of documents containing state secrets must manage and use the draft documents according to the specified secrecy level.

Particularly for individuals responsible for typing, printing, copying, and photographing documents and materials containing state secrets, they are only permitted to print, copy, and photograph the required number of documents. Any excess or damaged copies must be destroyed immediately at the workplace, according to regulations.
