According to the provisions of TCVN 5946:2007, waste paper is all types of used paper and cardboard, or paper and cardboard discarded during the process of production, classification, processing, and printing, used for remanufacturing into pulp,paper, and board by mechanical treatment methods or a combination of mechanical and chemical methods.
Waste paper must ensure general regulations according to TCVN 5946:2007, as follows:
- Requirements for the hygiene, safety, and environmental protection of waste paper must comply with current regulations.
- Waste paper must have a clear origin:
+ Waste paper collected individually from waste sorting places is not suitable for reproducing pulp, paper, and cardboard.
+ Waste paper originating from multi-material collection systems in which only valuable and recyclable materials must be marked separately.
+ The buyer can request that the seller provide the origin of the waste paper and the prescribed standards that the seller must comply with.
According to regulations in TCVN 5946:2007, based on the quality of raw materials, waste paper is classified into the following 5 groups:
- Group A: low quality type;
- Group B: medium quality type;
- Group C: high quality type;
