On March 6, 2024, the Ministry of Education and Training issued Circular 02/2024/TT-BGDDT amending and supplementing certain provisions of the Regulation of high school graduation exam issued together with Circular 15/2020/TT-BGDDT, which was amended and supplemented by Circular 05/2021/TT-BGDDT and Circular 06/2023/TT-BGDDT. This Circular will take effect on April 22, 2024. Regarding the regulations on exemption from the Foreign Language Exam in the evaluation of high school graduation, the amendments and supplements are as follows:
Based on Article 35 of Circular 15/2020/TT-BGDDT (amended by Clause 15 Article 1 of Circular 02/2024/TT-BGDDT), the regulations regarding exemption from the Foreign Language exam in the evaluation of high school graduation are as follows:
- Exempted candidates include:
+ Members of the national team for the International Olympiad of Foreign Languages in accordance with the decision of the Minister of Education and Training.
+ Those who hold one of the language certificates specified in the appendix of the Regulation on the High School Graduation Exam issued together with Circular 02/2024/TT-BGDDT, or other language certificates recognized by the Ministry of Education and Training as equivalent to the 6-level Foreign Language Proficiency Framework used in Vietnam (achieving at least Level 3). The language certificate must be valid until the exam registration.
- Candidates exempted from the Foreign Language exam will be awarded 10 points for this exam in the evaluation of high school graduation.
- Candidates who do not register for the exemption from the Foreign Language exam must take the exam and be evaluated for high school graduation, like candidates who are not exempt.
Holders of the following certificates are exempt from the Foreign Language Exam in the evaluation of high school graduation, as stipulated in the appendix to the Regulations on the High School Graduation Exam issued together with Circular 02/2024/TT-BGDDT.

In your case, you can use your IELTS certificate with a score of 8.0 to be exempted from the Foreign Language exam in the National High School Graduation Exam in 2024, provided that the certificate is issued by either the British Council (BC) or the International Development Program (IDP), and the language certificate must be valid until the examination registration date.
Pursuant to Article 36 of Circular 15/2020/TT-BGDDT stipulating cases of exemption from all papers of the National High School Graduation Exam in Vietnam:
- A person chosen to become a member of the national team for the International or Regional Olympiad of academic subjects shall be exempt from all papers of the high school graduation examination if he/she:
+ is chosen in the second semester of 12th grade;
+ has his/her conduct classified as Good and academic performance classified as Good or above in the 12th grade; and
+ is named in a list of exemptions from the MOET.
- A person chosen to become a member of the national team for the International or Regional Olympiad of engineering or arts shall be exempt from all papers of the high school graduation examination if he/she:
+ is chosen in the second semester of 12th grade;
+ has his/her conduct classified as average and academic performance classified as average or above in the 12th grade; and
+ is named in an official dispatch on request for exemption and confirmation of training and taking tests made by the recruiter sent to the DET before the date of the high school graduation exam.
- People suffering from extremely severe disabilities and severe disabilities as prescribed in clause 1, clause 2 Article 3 of Decree 28/2012/ND-CP; revolutionary activists infected with chemical toxins with the degree of impairment of 61% and above; and the offspring of revolutionary activists infected with chemical toxins with a degree of impairment of 61% and above must satisfy the following requirements:
+ In the case of disabled students who follow the general education program: they must finish the high school program and meet the requirements as prescribed in clause 2 of Article 12 of the Regulation issued together with Circular 15/2020/TT-BGDDT to take the exam; and they must have the certificate of disability issued by the competent authority;
+ In the case of disabled students who do not meet the requirements of the general education program: they shall have the certificate of the implementation of the individual education plan each year at the high school level approved by the headmaster of the school at which they studied; and the certificate of disability issued by a competent authority;
+ In the case of revolutionary activists and their children infected with chemical toxins: they must finish the high school program, meet the requirements as prescribed in clause 2 of Article 12 of the Regulation issued together with Circular 15/2020/TT-BGDDT to take the exam; and have the certificate of infection with chemical toxins with a working capacity loss of 61% and above issued by a competent authority.
