According to the regulations in Section III of Instruction 33-HD/TWDTN-BTC 2019, the principles and bases for evaluating Union members are as follows:
- Ensure the direct and comprehensive leadership of the Party over the Union.
- Ensure unity, consistency, and coherence within the Union system.
- Ensure the principles of concentration, democracy, self-criticism and criticism, unity, objectivity, comprehensiveness, fairness, transparency, and accountability.
- Prioritize political qualities, ethics, and lifestyle as the foundation. The results and effectiveness of work are the main criteria for annual evaluation and ranking.
- Connect individual responsibilities with the collective; the responsibilities of Union secretaries at all levels with the results of Union work and the children and youth movement in the locality or unit.
- The position, role, function, task, authority, and responsibility of the collective; the obligations, tasks, authority, and responsibility of individuals.
- The operating mechanism, working regulations of the collective; the provisions on compliance with the Party's Charter, resolutions, regulations of the Party, laws of the State, self-cultivation, and training in politics, ideology, ethics, lifestyle, communication culture, and working style of individuals.
- Programs, work plans, authorized annual targets, and tasks.
- Annual commitment to self-cultivation, training, and striving of individuals.
- The environment, conditions, and characteristics of the working and operating environment.
Therefore, these regulations aim to comprehensively evaluate the awareness, actions, and work results of Union members in order to provide appropriate direction and leadership.
According to the regulations in Section IV of Instruction 33-HD/TWDTN-BTC 2019, the cases of Union members subject to evaluation in Vietnam include:

- Union members who have continuously participated in activities in their Union for six months or more up to the time of evaluation.
- Union members who have transferred their Union activities but have not yet completed six months of continuous participation at the new unit will be evaluated based on the feedback from the previous unit.
- In the case of maternity leave, studying, working, or attending activities in another unit or locality for no more than three months, the quality rating for the year will be based on the actual participation time in the Union activities of that year.
- In the case of being on sick leave for more than three months, the rating will not be higher than "Good completion of tasks."
- Party members participating in Union activities will not be rated, and the Union branch will only evaluate the implementation results of the Union Training Program and report the evaluation results to the Party cell for further evaluation of Party members.
Therefore, the regulations regarding the types of Union members subject to evaluation aim to ensure fair and objective evaluations based on the actual participation time in the Union and the specific situation of each member.
According to the regulations in Section IV of Instruction 33-HD/TWĐTN-BTC 2019, the quality of Union members is classified into 04 levels, and the criteria for each level are as follows:
- Strictly comply with the Party's guidelines, state policies, and laws; the Union's Charter and resolutions; local regulations and rules of the place of activities, study, work, and participation; and serve as a role model within the collective in terms of content.
- Participate in at least 90% of the activities organized by the Union; be a positive factor, always take the lead in movements and activities of the local Union and higher-level organizations; and excellently complete assigned tasks.
- Achieve the "Excellent completion" level in the Union Training Program.
- Actively and proactively participate in Union activities at the place of residence.
- Fulfill the Party's guidelines, state policies, and laws; the Union's Charter and resolutions; and local regulations and rules of the place of activities, study, work, and participation.
- Participate in at least 80% of the activities organized by the Union; complete assigned tasks well.
- Achieve the "Good completion" level in the Union Training Program.
- Participate in Union activities at the place of residence.
- Comply with the Party's guidelines, state policies, and laws; the Union's Charter and resolutions; local regulations and rules of the place of activities, study, work, and participation.
- Participate in at least 50% of the activities organized by the Union; complete assigned tasks.
- Achieve the "Completion" level in the Union Training Program.
Union members who violate one of the following cases will be classified as "Failure to complete tasks":
- Currently under disciplinary measures from a warning level or higher (one violation will be counted once when being classified).
- Violate the provisions of the Union's Charter, resolutions of the Union; local regulations and rules of the place of activities, study, work, and participation.
- Participate in less than 50% of the activities organized by the Union; fail to complete assigned tasks.
- Get the "Failure to complete" level in the Union Training Program.
Therefore, the regulation of classifying quality into different levels aims to manage closely, evaluate objectively, and create motivation to improve the quality of activities and training of Union members, contributing to building a strong and resilient youth organization.
