- Individuals or collectives currently under disciplinary review, investigation, inspection, or with indications of violations, or those who have submitted complaints, denunciations, or issues related to corruption or negative behaviors being verified and clarified, should not be commended or recommended for commendations.

In the case of individuals or collectives subject to disciplinary action, once the disciplinary period has been completed and they have achieved commendable results, the commendation will be counted from the time the disciplinary period was completed.

- Maternity leave for individuals, as regulated, will be considered in the evaluation for commendations.

- When there are multiple individuals or collectives that meet the necessary conditions and criteria, female individuals or collectives with a female ratio of 70% or higher will be prioritized for commendations.

- The period of holding a position to evaluate the commendable service of female leaders or managers will be reduced by one-third compared to the general regulations. In cases where female leaders or managers belong to the group with a higher retirement age, the evaluation of commendable service will be conducted according to the general regulations.

Therefore, the principles of recognition and forms of commendation for individuals are applied based on the achievements obtained, without differentiating the order of commendation levels. The competent authority will commend or recommend higher-level commendations for cases that meet the necessary conditions and criteria. However, commendations will not be given during periods of disciplinary review, investigation, inspection, or when there are complaints, denunciations, or related issues being addressed.

3. Instructions for writing a achievement report requesting commendation for individuals using Form No. 03 in Vietnam

(1) Location.

(2) Clearly stating the achievements as the basis for requesting commendation

(3) Administrative unit: commune (ward, town); district (urban district, town, city under provincial authority; district, city under central authority); province (city under central authority).

(4) Continuous report of achievements for 10 years or more until the proposed time for Ho Chi Minh Order, Independence Order, Labor Order; continuous report of achievements for 05 years or more until the proposed time for Homeland Protection Order, Labor Order; continuous report of achievements for 05 years or more until the proposed time for Prime Minister's Certificate of Merit; 06 consecutive years for the national Emulation Fighter title, 03 consecutive years for the departmental, divisional, branch, provincial Emulation Fighter title; 02 consecutive years for the departmental, divisional, branch, provincial Certificate of Merit; 01 year for the grassroots Emulation Fighter, Advanced Laborer, and Certificate of Commendation.

(5) Describing personal achievements in fulfilling assigned tasks (results achieved in terms of productivity, quality, task implementation efficiency; measures, solutions in renewing management work, scientific research topics; innovation in technology, scientific application, practical implementation; implementation of Party's guidelines, state policies, and laws; fostering, improving professional competence and moral qualities; taking care of the lives of officials and employees; individual roles in Party and organizational development; participation in social activities, charity work...).

- For leaders and managers, summarize the achievements of the unit, and specifically for the head of a business unit, create a statistical table comparing criteria: total output value, revenue, profit, budget contributions, reinvestment, average income; innovative technical improvements, scientific applications (value-added); social welfare during the period of commendation.

- For schools: the report must clearly demonstrate results in organizational and management work, school administration; staff development; finance, infrastructure, and teaching equipment; educational activities and educational results; scientific research, international cooperation (for training institutions), with comparisons to the previous period before the commendation.

- For hospitals: Create a statistical table comparing criteria: total number of patients examined and treated; total number of inpatient and outpatient treatments; total number of hospital beds used; number of patients examined, treated, and provided with free medical care; number of research projects, innovations, scientific applications (economic and social values...).

- For organizations and associations, present the results of implementing key tasks and programs assigned by the central organization or association.

- For state management agencies, present the results of implementing the main tasks in state management, professional duties, and advisory work for leadership in the development of units, sectors, localities...

(6) Stating the forms of commendation already received from the Party, State, ministries, departments, provinces (clearly state the decision number, date, month, and year of the decision).

- Clearly state the decision numbers recognizing the Emulation Fighter title within the 05 years prior to the proposed time for the Labor Order, Certificate of Commendation from the Prime Minister, etc.

- For the request to be awarded the "National Emulation Fighter" title:

+ Clearly state the decision numbers, date, month, and year of the decision, for the 02 consecutive times being awarded the departmental, divisional, or provincial Emulation Fighter title and the 06 times achieving the "Grassroots Emulation Fighter" title before the proposed time;

+ Clearly state the content of innovations or scientific research topics, scientific projects, and scientific and technological works (as a member or project leader), with certification or confirmation from authorized agencies or organizations (clearly state the document, date, month, and year) for innovations, scientific research topics, scientific projects, and scientific and technological works attached to the application.

- For reports requesting the "Emulation Fighter of the Ministry, Department, and Central or Provincial Authority" title, clearly state the 03 consecutive times being awarded the "Grassroots-level Emulation Fighter" title before the proposed time; innovations or scientific research topics, scientific projects, and scientific and technological works recognized by the authorized authority.
