Hello,Lawnet would like to answer as follows:

December 25, 2023, the Ministry of Education and Training issued Official Dispatch 7207/BGDDT-VP on organizing the Lunar New Year of the Dragon in 2024. In particular, the Ministry of Education and Training strictly prohibits teachers from giving Tet gifts to leaders in any form.

1. Giving gifts to leaders is strictly prohibited during the Lunar New Year 2024 in Vietnam

Implementing Directive No. 26-CT/TW dated November 23, 2023; Directive No. 30/CT-TTg dated December 15, 2023, the Ministry of Education and Training requests the Departments of Education and Training, universities, academies, universities, and pedagogical colleges to implement the following tasks:

- Thoroughly grasp and organize the strict implementation of Directive No. 26-CT/TW dated November 23, 2023, of the Secretariat on the organization of the Year of the Dragon in 2024; Directive No. 30/CT-TTg dated December 15, 2023, of the Prime Minister on strengthening measures to ensure a joyful, healthy, safe, and economical Lunar New Year 2024; promote the responsibility of leaders; and be ready to respond to all situations.

- Strengthen propaganda and education of students to practice a civilized lifestyle, maintain social order and safety, ensure traffic safety, and strictly implement regulations on the management and use of fireworks; Improve skills in preventing accidents and injuries, preventing social evils, and ensuring safety, especially in cyberspace.

- Strictly implement duty assignments and protect agencies and schools during the Tet holidays; have solutions to ensure mission plans for the 2023–2024 school year after the Lunar New Year holiday; Closely coordinate with authorities to ensure the absolute safety of facilities, equipment, and fire and explosion prevention and control.

- Proactively and plan to take care of the material and spiritual lives of officials, civil servants, and public employees in the Education sector. Pay attention and care for families in difficult circumstances, remote areas, border areas, islands, ethnic minorities, and mountainous areas.

- Carry out well the management and organization of festivals according to regulations, ensuring festive activities, spring rejoicing, traditional day celebrations, year-end conferences, year-end meetings, tree planting Tet, etc. that are practical, safe, economical, suitable for a civilized lifestyle, cultural traditions of the nation, and good customs and practices of each locality.

- Do not organize visits and New Year wishes to superiors and leaders at all levels; It is strictly forbidden to give Tet gifts to leaders at all levels in any form; Only attend temple ceremonies and festivals when assigned; Do not participate in superstitious activities; Do not use state budget, means, or public assets against regulations. Officials and party members, especially heads of party committees and organizations, must truly set an example in celebrating spring and celebrating Tet in a healthy, safe, and economical manner.

- Proactively contact and coordinate with passenger transport businesses to organize the sale of train and bus tickets at schools for students returning for the Tet holiday. Pay attention to thoughtfully organizing Tet celebrations for pupils and students in difficult circumstances who cannot afford to return home to celebrate Tet with their families.

- Heads of agencies and units maintain Tet duty schedules to promptly handle and resolve all tasks and strictly implement the information and reporting regime, ensuring smooth flow during the Tet holiday; timely report any outstanding issues that arise (if any).

Thus, the Ministry of Education and Training has shown its determination to correct the situation of giving Tet gifts to leaders at all levels, preventing the situation of taking advantage of the Tet holiday to give gifts to superiors against regulations.

2. Lunar New Year 2024 holiday schedule of officials and employees

According to Notice 5015/TB-LDTBXH dated November 22, 2023, of the Ministry of Labor, War Invalids, and Social Affairs (Ministry of Labor, War Invalids, and Social Affairs), the 2024 Lunar New Year holiday schedule for officials and employees is as follows:

Officials, civil servants, public employees, and workers of administrative agencies, public service agencies, political organizations, and socio-political organizations will have the Lunar New Year holiday in 2024 from Thursday, February 8, 2024 (i.e., December 29, Quy Mao year) to Wednesday, February 14, 2024 (ie January 5, Giap Thin year).

This leave includes 05 days off for the Lunar New Year and 02 days off to compensate for weekly holidays as prescribed in Clause 3, Article 111 of the 2019 Labor Code.
