1. What is a vehicle registration certificate?

Vehicle registration certificate is one of the documents required to be carried when driving in traffic.

The vehicle's trunk clearly states certain information about the vehicle, such as brand, vehicle color, paint type, number of passengers allowed to carry, registration plate, and vehicle owner information.

2. Latest procedure to restore lost vehicle registration certificate in Vietnam

At the public service portal - the Ministry of Public Security guides and receives citizens who submit applications to request the re-issuance of car registration certificates at the Provincial Police as follows:

(1) Requirements - conditions

- Cases of reissuance of vehicle registration certificates and reissue of license plate: Lost vehicle registration certificate; license plate lost.

- Subjects carrying out administrative procedures:

+ Automobiles, tractors, trailers, semi-trailers, and other vehicles with similar structures to Automobiles (hereinafter referred to as Automobiles) of organizations and individuals with headquarters and residence in districts and cities under central government; cities, districts, and towns of the province where the Traffic Police Department is headquartered;

+ Automobiles with license plate registration winning auction;

+ Automobiles; motorbikes, mopeds (including electric motorbikes), and vehicles with similar structures to motorbikes (hereinafter referred to as motorbikes)
of foreign organizations and individuals, including local consular offices.

(2) Submision methods

- Time: From Monday to Saturday.

- Online: Declare the vehicle registration declaration on the Public Service Portal.

- Directly (in case it cannot be done on the public service portal due to lack of electronic data or technical errors, the vehicle owner must declare and carry out the procedures directly at the headquarters of the Traffic Police Department of the province or the centrally run city or vehicle registration points of the Traffic Police Department).

Return results via postal service or at the vehicle registration agency according to the vehicle owner's wishes.

(3) Implementation sequence

- Carry out online public services for the entire process in case of re-issuance of vehicle registration certificates and re-issuance of vehicle license plates (except in cases where the vehicle is registered with a 3- or 4-digit license plate)

Step 1. The vehicle owner logs into the public service portal to declare the vehicle registration declaration according to the provisions of Article 9 of Circular 24/2023/TT-BCA, digitally sign, and attach a scanned copy of the engine number and frame number as prescribed on the public service portal;

Step 2. After checking the vehicle documents to ensure they are valid, the vehicle registration agency sends a notice to the vehicle owner to pay the vehicle registration fee and public postal service fee on the public service portal to return vehicle registration results according to regulations;

Step 3. The vehicle owner receives the vehicle registration certificate or license plate according to regulations from the public postal service.

- Carry out public services partly online.

Step 1. The vehicle owner logs into the public service portal to declare the vehicle registration declaration, sign, state full name, and stamp (if it is an agency or organization); Submit an application for the re-issuance of a vehicle registration certificate and a vehicle license plate as prescribed in Article 17 of Circular 24/2023/TT-BCA and pay the prescribed fee;

Step 2. After checking the vehicle records to ensure they are valid, the vehicle registration agency will re-issue the vehicle registration certificate and license plate according to regulations; The vehicle owner receives the vehicle registration results at the vehicle registration agency or from the public postal service.

In case of the re-issuance of the vehicle registration certificate, the vehicle license plate remains the same; For vehicles registered with 3 or 4 number plates, the identification number plates will be reissued according to regulations (withdraw the vehicle registration certificate and those 3 or 4 number plates).

(4) Time limit for resolution

- Re-issue of vehicle registration certificate: No more than 2 working days from the date of receipt of complete and valid documents.

In cases of vehicle registration certificate loss, the verification period when resolving procedures to re-issue the certificate is 30 days; The verification time limit is not included in the time limit for reissuing the certificate.

- Time for returning vehicle registration results according to regulations
calculated from the date of receipt of complete and valid documents, and the vehicle registration and management system has received the authentic result of the completion of the vehicle registration fee payment from the public service portal.

(5) Document composition

- Vehicle registration declaration (according to Form DKX12 issued with Circular 24/2023/TT-BCA):

- Vehicle owner's documents.

When the vehicle registration agency's database is connected to the databases of ministries and branches, the above documents are replaced with electronic data as the basis for issuing vehicle registration and license plates.
