According to IGG Vietnam (TOEIC exam organizer in Vietnam), the validation period of TOEIC certificatee is specified as follows:
TOEIC certificate is valid for use within 02 years from the date of issuance. During this 2-year period, you can use the certificate to apply for a job or register to study abroad.
In your case, because the TOEIC certificate was issued within 3 years, it has expired. Therefore, to register for the civil service exam, you are required to take the new TOEIC exam to re-certify.
Also according to IGG, TOEIC score certificates will be issued within the following time limit:
- 05 days from the exam date for candidates taking the exam at a location in Hanoi;
- 7–10 days from the exam date for candidates taking the exam at a location in the city. Ho Chi Minh and Da Nang.
Note that when receiving exam results, candidates must bring two types of documents: an exam registration form or Citizen ID card/ID card/Passport.
After presenting all valid documents, candidates will receive a sealed envelope containing their scorecard.
Previously, converting scores from TOEIC to IELTS was specified in Section 4 of Decision 66/2008/QD-BGDDT as follows:

However, this Decision expired on December 5, 2021 and there are currently no new regulations on converting from TOEIC to IELTS. Therefore, the above reference table is for reference only and does not have exact legal value.
Pursuant to the provisions of Clause 1, Article 2 of Decision 3175/QD-BGDDT, the locations for organizing the TOEIC exam in Vietnam are at the following locations and facilities:
- Head office of IIG Vietnam Joint Stock Company: 3rd Floor, No. 75 Giang Van Minh, Doi Can Ward, Ba Dinh District, Hanoi City (01 exam room).
- Office of IIG Vietnam Joint Stock Company in Hanoi: 3rd Floor, Trung Yen Plaza 1, Trung Hoa Ward, Cau Giay District, Hanoi City (02 exam rooms).
- Branch of IIG Vietnam Joint Stock Company in Da Nang city: 2nd floor, 3rd floor, and 4th floor, No. 19 Hoang Van Thu, Phuoc Ninh ward, Hai Chau district, Da Nang city (03 exam rooms).
- Branch of IIG Vietnam Joint Stock Company in Ho Chi Minh City: 1st Floor, Tower 1 The Sun Avenue, No. 28 Mai Chi Tho, An Phu Ward, Thu Duc City, Ho Chi Minh City (04 exam rooms).
Currently, IGG Vietnam is the authorized unit to organize TOEIC exams in Vietnam, so you can register for the exam at the 4 locations mentioned above. In addition, some universities and colleges, such as Ho Chi Minh City University of Technology, are also granted the right to organize TOEIC exams in Vietnam.
According to Clause 2, Article 2 of Decision 3175/QD-BGDDT stipulates the exam forms at IGG Vietnam as follows:
- TOEIC Listening and Reading English certificate, TOEIC Speaking and Writing English certificate: Computer-based test.
- TOEIC Listening and Reading English certificate, TOEIC Bridge English certificate: Paper-based test.
Thus, if you register to take the test at IGG Vietnam, you will be able to take the test in 2 forms: Computer-based test or paper-based test depending on the type of TOEIC certificate registered.
