It is required to establish the Council of Entrance Quality Inspection of Civil Servant and its supporting units in January 2024.
The specific details include:
- The Council of Entrance Quality Inspection of Civil Servant (the Inspection Council) is established by the Minister of Home Affairs and carries out tasks and powers as stipulated in Article 8 of Decree 06/2023/ND-CP.
- The Inspection Council is authorized to use the seal and account of the Ministry of Home Affairs in conducting and organizing activities related to inspection.
- Based on the assigned functions and tasks, the Chairperson of the Inspection Council decides on the selection of Examination Centers and the establishment of supporting units: the Registration Inspection Committee, the Examination Committee, and the Secretariat.
- The announcement of the inspection organization must be completed in March 2024.
- The Inspection Council announces each inspection period on the Ministry of Home Affairs' electronic portal and the information page on the quality inspection of civil servant candidates no later than 30 days before the inspection date.
- The announcement ensures compliance with the regulations in Clause 2 and Clause 3 of Article 7 of Decree 06/2023/ND-CP, and also publishes the structure, detailed outline of the examination, and instructions for using the inspection software.
- Candidates register for inspection through the information page on the quality inspection of civil servant candidates or according to the instructions in the Registration Guide for Inspection issued by the Inspection Council (the Registration Form for Inspection is issued together with Decree 06/2023/ND-CP).
- Candidates who register for inspection have the right to choose the examination session and the registration location.
In the case of arranging examination venues, examination points, and examination shifts, the Inspection Council may change the examination venue, examination points, and examination shifts and inform the registrants at least 7 working days before the examination date.
- Upon successful registration for inspection, candidates will receive a confirmation email at the registered email address.
- Based on the number of candidates who register for inspection, the Inspection Council organizes examination centers to ensure safe, secure, cost-effective, and convenient conditions for candidates.
- The registration process is completed in May 2024.
- Conducting inspections on the conditions and standards of registered candidates stated in the Registration Forms; compile a list of qualified candidates who meet the examination conditions and standards, and a list of disqualified candidates.
- Based on the number of candidates who register for inspection, conduct surveys, report to the Inspection Council for consideration, and decide on the number and locations of examination centers; update the technical infrastructure standards of the examination centers to suit the specific characteristics of each examination session; determine the amount of consumable materials for the examination; and develop a plan to implement the plan.
- The inspection of registration forms and the preparation of inspection facilities should be completed in June 2024.
- Establishing a Supervision Committee for the inspection period.
- The Inspection Council collaborates with Division A03, Ministry of Public Security to ensure security throughout the entire inspection process. The examination venue providers coordinate with the local police in ensuring the safety and security of the examination venues; strengthen internal security work during the entire inspection process at the examination venues.
- Forming a question bank and answers that ensure scientific and practical integrity, and meet the requirements for consistent and unified quality of the content of the inspection of civil servant candidates as stipulated in Clause 2 of Article 5 of Decree 06/2023/ND-CP.
- The question bank and answers must meet the requirements for quantity (a minimum of 5,000 questions for use in the inspections of 2024); the content, structure, and list of reference materials used to build questions and answers must be clearly specified.
- Completion of the question bank and answers should be done in May 2024.
The inspection periods will be organized in July and November 2024.
The specific dates will be announced by the Inspection Council on the Ministry of Home Affairs' electronic portal and the information page on the quality inspection of civil servant candidates.
