Who is eligible for financing for learning fees in Vietnam?
Pursuant to Article 18 of Decree 81/2021/ND-CP, the subjects eligible for financing for learning fees include:
- Children in preschool and general education students, learners at continuing education institutions following the general education program who are orphans of both parents.
- Children in preschool and general education students, learners at continuing education institutions following the general education program who are disabled.
- Children in preschool and general education students, learners at continuing education institutions following the general education program who have parents that belong to a poverty-stricken household according to regulations by the Prime Minister the Government of Vietnam.
- Children in preschool and general education students, learners at continuing education institutions following the general education program in especially difficult hamlets/villages, level 3 commune areas of ethnic groups and mountainous regions, especially difficult coastal and island areas as specified by competent authorities.
What documents are required to request financing for learning fees in Vietnam?
According to clause 1, Article 19 of Decree 81/2021/ND-CP as amended by clause 2, Article 5 of Decree 104/2022/ND-CP, the documents required to request financing for learning fees include:
- A application form for financing for learning fees as per the form in Appendix 3 issued with Decree 81/2021/ND-CP.
- A notarized copy or a copy accompanied by an original for verification, or a copy from the original documents proving eligibility for financing for learning fees.
- For preschool children and general education students, learners at continuing education institutions following the general education program who are eligible for both tuition exemption/reduction and financing for learning fees, only one set of documents is required along with the form (Appendix 4) of Decree 81/2021/ND-CP.
* Note:
- Learners eligible for tuition exemption/reduction and financing for learning fees only need to submit one set of documents for the entire duration of their studies. However, for learners from poor or near-poverty households, additional certification of their status must be submitted at the beginning of each semester to process the tuition exemption/reduction and financing for learning fees for the subsequent semester.
- If students have citizen identification cards with personal identification numbers, information regarding permanent residence can be retrieved from the connection and data sharing about the population with educational institutions, the Department of Education and Training, the Department of Labor-War Invalids and Social Affairs, the Department of Finance, thus parents (or guardians) of children and students do not need to submit birth certificates and documentation proving permanent residence.
How much is the financing for learning fees for students from ethnic minorities belonging to poverty households in Vietnam?
According to Article 3 of Joint Circular 35/2014/TTLT-BGDDT-BTC stipulating the level of financing for learning fees for students from ethnic minorities belonging to poverty households as follows:
Support Rate
The financing for learning fees rate is 60% of the statutory pay rate and is provided for no more than 10 months/student per academic year; support is given according to the duration of formal training.
Thus, students from ethnic minorities belonging to poverty households receive financing for learning fees of 60% of the statutory pay rate.
* According to clause 2, Article 3 of Decree 73/2024/ND-CP from July 1, 2024, the statutory pay rate is 2,340,000 VND/month.
What are the procedures and documents for requesting financing for learning fees for students from ethnic minorities belonging to poverty households in Vietnam?
According to clause 1, Article 4 of Joint Circular 35/2014/TTLT-BGDDT-BTC, the procedures and documents required for requesting financing for learning fees for students from ethnic minorities belonging to poverty households are as follows:
- Within 30 days from the start of the academic year, the higher education institution will notify students enrolled at the institution about the financing for learning fees policy, the deadline for submitting applications, and guide students to submit an application as specified below:
+ For students studying at non-public higher education institutions: submit the documents to the Division of Labor, War Invalids and Social Affairs at the district, city, or district-level town where the student has permanent residence.
+ For students studying at public higher education institutions: submit the documents to the public higher education institution where the student is enrolled.
The documents include:
- A application form for financing for learning fees;
- Certification of poverty/near-poverty status issued by the commune-level People’s Committee (notarized copy);
- Birth certificate (notarized copy);
* Students eligible for financing for learning fees only need to submit documents once at the beginning of the academic year. During the academic year, if the student's family is no longer classified as poor, the student is responsible for submitting certification of no longer being classified as poor to stop further financing for learning fees for the next term.
For students not yet eligible for financing for learning fees, if their family is classified as poor/near-poor during the academic year, they can submit additional documents to start receiving support for the next term. The duration of support will be based on the validity of the poverty/near-poverty status certification.
If students eligible for financing for learning fees fail to submit the request form and the necessary documents as required, they will only receive financing for learning fees from the date the higher education institution or the Division of Labor, War Invalids and Social Affairs receives the complete documents until the end of the program, without retroactive support for the period prior to the submission.
