What are regulations on organizing and giving gifts for children in the Mid-Autumn Festival in 2024 in Vietnam?

On July 15, 2024, the Ministry of Labor, War Invalids, and Social Affairs issued Official Dispatch 3099/BLDTBXH-CTE in 2024 regarding the organization of the Mid-Autumn Festival 2024. The organization of the Mid-Autumn Festival 2024 is as follows:

Organizing the Mid-Autumn Festival for children is a fine tradition of the Vietnamese.

To ensure that children across the country can celebrate the Mid-Autumn Festival 2024, the Ministry of Labor, War Invalids, and Social Affairs requests the People's Committees of provinces and centrally-run cities to direct the provincial departments and authorities, and people's committees at all levels to implement several actions:

- Allocate funds from the state budget; mobilize resources from organizations and individuals to visit and give Mid-Autumn gifts to children;

Paying special attention to children in special circumstances, children from poor households, near-poor households, children in ethnic minority areas, remote areas, border regions, islands, orphans, and children affected by natural disasters and epidemics.

- Direct the Department of Labor, Invalids, and Social Affairs to cooperate with provincial departments, authorities, and related units to organize Mid-Autumn Festival activities for children ensuring safety, healthiness, practicality, and frugality;

Cooperate to organize activities that connect the traditional values of the Mid-Autumn Festival with events promoting tourism, and typical cultural and culinary products of each region and locality.

Encouraging the organization of fun activities to attract and create conditions for children in special circumstances and children in socio-economically disadvantaged areas to participate.

- Focus on protecting children's health, especially issues of food safety and hygiene;

Protect children from the impact of violent, educationally inappropriate, low-quality, harmful, and dangerous products, toys, and games unsuitable for children.

Report the results of organizing Mid-Autumn Festival activities for children (attached appendix) to the Ministry of Labor, War Invalids, and Social Affairs (through the Department of Children, No. 35 Tran Phu, Ba Dinh district, Hanoi; phone: 024.37475628) before September 27, 2024.

What are regulations on caring, education and protection of children in Vietnam in the new situation?

Based on Directive 20/CT-TW in 2012 on strengthening the leadership of the Vietnamese Communisty Party towards regulations on caring, education and protection of children in Vietnam in the new situation issued by the Politburo, the organization of the Mid-Autumn Festival for children as follows:

Care, education, and protection of children is a strategic, long-term issue, contributing significantly to the preparation and improvement of the quality of human resources for the industrialization, modernization of the country, and international integration. Investing in children is investing in the future of the country. Performing this work well is the responsibility of party committees, authorities, organizations, families, schools, and the whole society. To strengthen the work of caring for, educating, and protecting children in the coming time, the Politburo requests party committees, authorities, the Vietnam Fatherland Front, and organizations to thoroughly understand and perform well several key tasks as follows:

1- Party committees and authorities need to promote propaganda, education, and mobilization for everyone to see the urgency and importance of the work of caring for, educating, and protecting children. Timely propaganda of advanced models, exemplary good people, and good deeds; attention to legal education, knowledge, and skills in caring for, educating, and protecting children; criticize and condemn acts that violate the law, harm, and involve children in criminal activities and obstruct the implementation of children's rights.

2- Review, amend, supplement, and complete the system of laws and policies on caring for, educating, and protecting children towards expanding social welfare and social security policies for children, especially children from poor families, remote areas, ethnic minority areas; link with the Family Development Strategy of Vietnam until 2020, a vision to 2030; National action program for children 2012-2020; New rural development program, building safe, friendly schools, and building strong communities.

3- Develop and effectively implement annual and five-year programs and plans on child care, education, and protection suited to the socio-economic development situation of the country, each locality, and each sector. The socio-economic development strategy in each period needs to identify child care, education, and protection goals as one of the main contents of social goals.

4- Develop and effectively implement programs and projects on children’s care, education, and protection. Localities prioritize allocating land for the construction of welfare works for children. Allocate appropriate areas for building schools and playgrounds for children when planning residential areas and housing projects. Gradually increase budget resources for child care, education, and protection; prioritizing investment funds for children in ethnic minority areas, especially difficult areas, children from policy families, poor families, and children in special circumstances.

Promote private investment in child care, education, and protection work towards enhancing the responsibility of families, schools, residential communities, and political and social organizations. Encourage contributions from businesses, organizations, and individuals to activities and works for children.

Annually, organize practical and effective activities: Action Month for Children from June 1 to June 30, International Children's Day on June 1, Mid-Autumn Festival, Vietnamese Family Day, and children’s forums at all levels.

Organize well the implementation of the United Nations Convention on the Rights of the Child and other related conventions and treaties that the State of Vietnam has signed or participated in. Expand and strengthen international and regional cooperation to exchange experiences and mobilize external resources for child care, education, and protection.

5- Strengthen state management, consolidate, and streamline the organization and personnel involved in child protection and care at all levels. Develop and implement appropriate policies for collaborators in child protection and care and gender equality at the thon (village), ap (hamlet), ban (hamlet); establish an inter-sectoral coordination mechanism to mobilize the state's and society's resources to care for and protect children suitable to the country’s conditions and gradually integrate internationally. Regularly inspect, supervise the compliance with laws and policies related to children and the implementation of children's rights.

6- The Vietnam Fatherland Front builds and organizes the movement "All people care, educate and protect children" linked with the campaign "All people unite to build cultural life in residential areas". The Ho Chi Minh Communist Youth Union directs and implements youth activities. Strengthen cooperation among schools, families, and society, between departments, sectors, and organizations in child care, education, and protection activities; in which families are responsible for raising, educating, and protecting children, together with schools educating the formation of personality and equipping necessary knowledge and skills for children's comprehensive development. Enhance supervision and social critique on the formulation and implementation of policies and laws related to children; detect, prevent, and denounce acts of violence, law violations, and children's rights violations.

7- Provincial and municipal party committees, party agencies, and party units directly under the Central authority popularize, thoroughly understand, and build plans and programs to implement this Directive.

Vietnamese Communisty Party delegations of the National Assembly, the Government of Vietnam direct the institutionalization of the contents of the Directive.

The Central Propaganda Department presides, cooperates with the Office of the Central Committee of the Vietnamese Communisty Party and the Ministry of Labor, War Invalids, and Social Affairs to monitor, inspect, and evaluate the implementation of the Directive and periodically report to the Politburo and Secretariat.

Thus, in Directive 20/CT-TW in 2012 on strengthening the leadership of the Vietnamese Communisty Party regarding the work of caring for, educating, and protecting children in the new situation:

The Politburo requests party committees, authorities, the Vietnam Fatherland Front, and organizations to thoroughly understand and implement several key tasks, including annual work, organizing practical and effective activities, including the Mid-Autumn Festival at all levels.
