Based on Sections 7 and 8 of the Plan for Organizing Examinations and Recognizing High School Graduation from 2025 issued along with Decision 4068/QD-BGDDT in 2023:
7. Method of graduation recognition:
Combination of process evaluation results and graduation test results in proportion to the implementation schedule of the 2018 General Education Program.
8. Decentralization and delegation in exam organization:
- Ministry of Education and Training: (1) Overall direction, issuance of directive documents, guidance, and exam organization plans; (2) Proactively cooperate with ministries, central authorities, and local authorities in organizing the exam; (3) Promote the application of information technology to serve the organization of the exam; (4) Coordinate with the Ministry of Public Security and local authorities to effectively prevent and combat the use of high technology for cheating in the exam; (5) Guide, organize inspection, examination, and monitoring of the exam.
- People's Committees of provinces and centrally-run cities: (1) Direct and comprehensively manage the organization of the exam in the locality; (2) Proactively develop plans and fully prepare the necessary human resources, physical resources, and other essential conditions for organizing the exam; (3) Organize inspection, examination, and monitoring of the exam and recognition of high school graduation in the locality according to the general exam schedule and guidance from the Ministry of Education and Training.
The method of high school graduation recognition from 2025 will combine the results of process evaluation and graduation exam results in proportion to the implementation schedule of the 2018 General Education Program.
Additionally, the People's Committees of provinces and centrally-run cities will organize inspection, examination, and monitoring of the exam and recognition of high school graduation in the locality according to the general exam schedule and guidance from the Ministry of Education and Training.

What are the forms of periodic evaluation for high school students in the 2018 General Education Program in Vietnam?
According to Article 7 of Circular 22/2021/TT-BGDDT, the periodic evaluation of high school students includes mid-term and end-of-term assessments. Periodic evaluation is conducted through tests (on paper or on a computer), practical tasks, and specific learning projects as follows:
- The duration for tests (on paper or on a computer) for subjects (excluding clusters of specialized study topics) with up to 70 periods per school year is 45 minutes, for subjects with more than 70 periods is from 60 to 90 minutes; for specialized subjects, it is up to 120 minutes.
- For tests (on paper or on a computer) evaluated by scores, the test content is built based on a matrix and specifications that meet the requirements of the subject outlined in the General Education Program.
- For tests (on paper or on a computer) evaluated by remarks, practical tasks, and learning projects, there must be guidelines and evaluation criteria as required by the subject outlined in the General Education Program before implementation.
Moreover, the periodic evaluation of high school students needs to ensure the following:
(1) Each semester, each subject evaluated by remarks has one mid-term evaluation and one end-of-term evaluation.
(2) Each semester, each subject evaluated by a combination of remarks and scores has one mid-term score (abbreviated as DDGgk) and one end-of-term score (abbreviated as DDGck).
(3) Students who do not participate in the required number of evaluations as specified in (1) and (2) for valid reasons are allowed to make up for the missing evaluations with equivalent assessments. These make-up evaluations are conducted each semester.
(4) In cases where students do not participate in make-up evaluations as specified in (3), they will be assessed at a Not Yet Achieved level or receive a zero score for the missing evaluation.
What are the levels for assessing high school students' training results throughout the school year in Vietnam?
Based on Article 8 of Circular 22/2021/TT-BGDDT, the evaluation of high school students' training results for the entire school year is divided into 4 levels as follows:
- Level Good: The second semester is assessed as Good, the first semester is assessed as at least Fair.
- Level Fair: The second semester is assessed as Fair, the first semester is assessed as at least Achieved; the second semester is assessed as Achieved, the first semester is assessed as Good; the second semester is assessed as Good, the first semester is assessed as Achieved or Not Yet Achieved.
- Level Achieved: The second semester is assessed as Achieved, the first semester is assessed as Fair, Achieved, or Not Yet Achieved; the second semester is assessed as Fair, the first semester is assessed as Not Yet Achieved.
- Level Not Yet Achieved: All other cases.
