According to Section 3 of the Regular Retraining Program for teachers in general education institutions issued along with Circular 17/2019/TT-BGDDT, Module 4 on the formulation of teaching and education plans for the development of students' qualities and competencies is as follows:
(1) Name of the retraining module: the formulation of teaching and education plans for the development of students' qualities and competencies in accordance with the professional development standards.
(2) Retraining module code: GVPT 04
(3) Main content of the module:
- General issues about teaching and education for the development of students' qualities and competencies in general educational institutions.
- Formulation of plans and organization of teaching and educational activities for the development of students' qualities and competencies in general educational institutions.
- Formulation of subject curriculum and development of educational activities in general educational institutions.
(4) Implementation time: 40 lessons (16 theoretical lessons, 24 practical lessons).
(5) Required outcomes:
- Present some general issues about teaching and education for development of students' qualities and competencies in general educational institutions, suitable for the characteristics of each educational level, region, and area.
- Formulate and adjust teaching and educational plans and organize teaching and educational activities to meet the requirements of subject curricula and educational activities for the development of students' qualities and competencies in general educational institutions, suitable for the characteristics of each educational level, region, and area.
- Support colleagues in developing, adjusting, and organizing teaching and educational activities for the development of students' qualities and competencies.

Participants
The Regular Retraining Program for teachers in general education institutions is applicable to teachers currently teaching in primary schools, lower secondary schools, upper secondary schools, schools with multiple educational levels, specialized schools, boarding and semi-boarding ethnic secondary schools (hereinafter referred to as general education institutions).

What are the requirements for the 05 essential qualities of students to be noted by primary school teachers when formulating teaching and education plans in Vietnam?
Under the regulations in the General Education Program issued along with Circular 32/2018/TT-BGDDT, the requirements for the 5 essential qualities of primary school students in the 2018 General Education Program are as follows:
(1) Patriotism
- Love nature and take practical actions to protect it.- Love hometown and country, respect national symbols.- Respect and show gratitude to laborers and those who have contributed to the homeland and the country; participate in activities of gratitude to those who contributed to the homeland and the country.
(2) Humanity
- Love and care for family members.- Love and care for friends and teachers; encourage and support friends.
- Respect elders; help the elderly, the sick, the disabled; be considerate and help younger siblings.
- Share with friends in difficult circumstances, friends in remote areas, people with disabilities, and communities affected by natural disasters.
Respect differences among people
- Respect the differences of friends in class in terms of dress, temperament, and family background.- Do not discriminate or divide friends.- Be ready to forgive friends' mistakes.
(3) Diligence
Eager to learn
- Attend school regularly and on time.- Frequently complete learning tasks.- Eager to learn, enjoy reading to broaden knowledge.- Be conscious of applying knowledge and skills learned in school to daily life.
Diligent in work
- Regularly participate in family chores within one's abilities.- Regularly participate in school, class, and community activities within one's abilities.
(4) Honesty
- Be truthful and straightforward in learning, working, and daily activities; boldly express one’s opinions.
- Always keep promises; courageously admit mistakes, rectify them, and defend the right and good.
- Do not take others' belongings or money without permission.
- Do not condone dishonest behaviors in learning and life.
(5) Responsibility
Responsibility towards oneself:
- Be aware of maintaining hygiene, exercising, and taking care of health.
- Have a routine lifestyle.
Responsibility towards family
- Be conscious of maintaining and caring for personal and family items.
- Do not waste food and drinks; be conscious of saving money and household utilities.
Responsibility towards school and society:
- Actively comply with school rules and public regulations; maintain cleanliness; protect public property.
- Do not cause disturbances, quarrels, or fights.
- Remind friends to abide by school rules; remind family members to adhere to public regulations.
- Be responsible for assigned tasks at school and class.
- Actively participate in age-appropriate collective and social activities.
Responsibility for the living environment
- Be conscious of caring for and protecting beneficial plants and animals.
- Be aware of maintaining environmental cleanliness, avoid littering
.- Do not condone actions that harm nature.
