According to Article 5 of the Charter (revised and supplemented) of the Vietnam Association for Learning Promotion issued under Decision 275/QD-BNV of 2022, the principles of organization and operation of the Vietnam Association for Learning Promotion are:

- Voluntariness and self-governance.

- Democracy, equality, openness, and transparency.

- Assurance of operational funding.

- Non-profit purposes.

- Compliance with the Constitution, laws, and the Charter of the Vietnam Association for Learning Promotion.

What are the duties and powers of the Vietnam Association for Learning Promotion?

According to Article 7 of the Charter (revised and supplemented) of the Vietnam Association for Learning Promotion issued under Decision 275/QD-BNV of 2022, the duties of the Vietnam Association for Learning Promotion are stipulated as follows:

- Comply with the legal provisions related to the organization and activities of the Association, do not exploit the activities of the Association to harm national security, social order and safety, ethics, customs, and traditions of the nation.

- Associate and cooperate with organizations, social forces, and educational institutions to carry out activities promoting scholarship, and building a learning society in the spirit of comprehensive and fundamental renovation of education and training across the country.

- Gather and unite members and social forces to promote learning encouragement activities, realize social justice, and create opportunities for all citizens to pursue continuous and lifelong learning to enhance professional and vocational skills, contributing to the training of high-quality human resources to meet the demands of national socio-economic development.

- Encourage employees to have initiatives that effectively contribute to the career of building and developing the country's socio-economy; provide scholarships for poor students and rewards for excellent students with high achievements in learning and moral cultivation.

- Develop forms of learning to support and encourage the study of the younger generation and adults according to legal regulations.

- Propose to competent state agencies the formulation of policies to motivate the Association's learning promotion activities.

- Foster relationships and cooperation with domestic and international organizations according to legal regulations to exchange experiences and mutually learn about training, scientific research, application, technology transfer, seminars, conferences, study tours, consultation, and provision of training services.

- The Association's finances are used for learning promotion openly and transparently under the provisions of law and the Charter of the Association.

According to Article 6 of the Charter (revised and supplemented) of the Vietnam Association for Learning Promotion issued under Decision 275/QD-BNV of 2022, the powers of the Vietnam Association for Learning Promotion are stipulated as follows:

- Widely disseminate the mission and objectives of the Association's activities in society, mobilize organizations, social forces, and Vietnamese citizens to participate in learning promotion work and build a learning society.

- Represent members in internal and external relationships directly related to the functions, duties, and powers of the Association.

- Protect the legal rights and interests of the Association and its members according to the Association's mission and objectives.

- Enhance the capacity for learning promotion and provide necessary information to members according to legal regulations.

- Provide consultation, criticism, and social assessment regarding policies, programs, educational projects, and legal documents related to the Association at the request of state agencies; organize educational forms for everyone through a non-formal education system, create conditions and opportunities for people to pursue lifelong learning.

- Receive lawful funding from organizations and individuals both domestically and internationally as prescribed by law.; fundraise based on membership fees and revenue from business and service activities. Receive state financial support for activities associated with state-assigned tasks.

- Engage and cooperate with international organizations according to legal regulations.

Who are the members of the Vietnam Association for Learning Promotion?

According to Clause 1 of Article 8 of the Charter (revised and supplemented) of the Vietnam Association for Learning Promotion issued under Decision 275/QD-BNV of 2022, the members of the Vietnam Association for Learning Promotion are regulated as follows:

Members of the Association include official members and honorary members:

- Official members include individual members and organizational members.

+ Individual members: Vietnamese citizens living domestically and abroad who meet the criteria specified in Clause 2, Article 8 of Decision 275/QD-BNV of 2022, agree with the Association's Charter, voluntarily join the Association, may become official members of the Association;

+ Organizational members: learning promotion associations operating in provinces, centrally-administered cities, organizations related to learning promotion, schools legally established according to law that agree with the Association's Charter, voluntarily join the Association, may become official members of the Association;

+ Official members of the Association are granted membership cards and participate in the structure of the Association.

- Honorary members.

Citizens and organizations that actively and effectively contribute to the development of the Association may be honored by the Association as honorary members.
