What standards must the medical clinic of a primary school in Vietnam meet?
Based on Clause 1, Article 8 of Joint Circular 13/2016/TTLT-BYT-BGDDT, the medical clinic of a primary school must meet the following standards:
- The school must have a separate medical clinic that ensures sufficient area, is conveniently located for first aid, medical care, and health care for students;
- The medical clinic must be equipped with at least:
+ 01 examination and inpatient bed, a work desk, chairs, instrument cabinet, basic working equipment, scales, measuring tape, blood pressure monitor, thermometer, vision test chart, foot and hand splints;
+ Some essential medicines for first aid and student health care as stipulated in Decision 1221/QD-BYT in 2008.
- Have medical examination records as per form A1/YTCS stipulated in Circular 27/2014/TT-BYT; student health monitoring records as per form No. 01 and general health status monitoring records of students as per form No. 02 stipulated in Appendix No. 01 issued with Joint Circular 13/2016/TTLT-BYT-BGDDT.
What standards must the health staff at primary schools in Vietnam meet?
Based on Clause 2, Article 8 of Joint Circular 13/2016/TTLT-BYT-BGDDT, the health staff at primary schools must meet the following standards:
- School health staff must have specialized qualifications from intermediate health care or higher. Based on practical conditions at the local level, schools should assign school health staff to meet the requirements of point a, Clause 2, Article 8 of Joint Circular 13/2016/TTLT-BYT-BGDDT or sign a contract with the Commune Health Station, Ward Health Station, Commune-level Town Health Station, or a licensed health examination and treatment facility such as a polyclinic or higher to care for student health;
- School health staff must be regularly updated with medical professional knowledge through workshops, training courses, professional training programs organized by the Health sector or Education sector to implement the assigned tasks;
- School health staff have the duty to advise and organize the implementation per the provisions of Articles 9 and 10 of Joint Circular 13/2016/TTLT-BYT-BGDDT and other tasks assigned by the School Leadership.
How to organize activities to manage, protect, and care for the health of primary school students in Vietnam?
According to Article 9 of Joint Circular 13/2016/TTLT-BYT-BGDDT, the organization of activities to manage, protect, and care for the health of primary school students are as follows:
- Conduct health examinations at the beginning of the school year to assess nutritional status and health: measure height, weight for children under 36 months old; measure height, weight, blood pressure, heart rate, vision for students aged 36 months and above.
- Measure height and weight, record growth charts, monitor physical development for children under 24 months old monthly and for children aged 24 months to 6 years quarterly; monitor Body Mass Index (BMI) at least twice a school year to provide reasonable nutrition and physical activity advice to general education students.
- Regularly monitor students' health, detect vision impairments, scoliosis, oral diseases, mental health disorders, and other illnesses to handle and refer to medical facilities as required, and apply appropriate learning and training policies tailored to their health status.
- Coordinate with adequately equipped health facilities to organize specialty examinations and treatments for students.
- Provide first aid and emergency care as per current regulations of the Ministry of Health.
- Advise students, teachers, parents, or guardians of students on issues related to diseases, physical, and mental development of students; guide students on self-care; in case of disabled students in schools, provide consultation, and support for the integration of disabled students.
- Guide the organization of school meals ensuring reasonable nutrition, diverse food, suitable for the targets and ages in schools with boarding and semi-boarding students.
- Coordinate with local health institutions in organizing vaccination campaigns for students.
- Periodically inform, at least once per school year, and when necessary, about students' health status to their parents or guardians. School health staff evaluate students' health status at the end of each educational level to track health in the next level.
- Establish and record in medical examination books, student health monitoring books, and general health status monitoring books.
- Regularly check, and monitor learning conditions, school hygiene, food safety, drinking water supply, and handwashing soap provision. Actively implement hygiene and epidemic prevention measures per Circular 46/2010/TT-BYT and other guidelines from health authorities.
- Organize and implement health programs, sanitation campaigns, disease prevention, enhanced physical activity, reasonable nutrition, build a smoke-free environment, and no use of alcohol and addictive substances.
