- The periodical job reassignment period in the education and training sector as stipulated in Article 2 of Circular 19/2024/TT-BGDDT is from 03 (three) years to 05 (five) years.

- The job reassignment period starts from the date the decision on reassignment, arrangement, or assignment of tasks is issued by the competent authority according to legal regulations.

[2] Allocation of quotas and management of enrollment for educational institutions within the national education system; allocation of postgraduate training quotas and overseas training quotas at agencies and units under the management authority of local government.

[3] Appraisal and approval of training and fostering programs of educational institutions within the national education system.

[4] Appraisal of local educational materials, textbooks, teaching aids, and other technical materials supporting teaching and research.

[5] Appraisal of dossiers for the establishment and permission to operate educational institutions within the national education system under the management scope.

[6] Management of projects and proposals in the education and training sector.

[7] Allocation and appraisal of scientific research topics in the education and training sector.

What is the current list of job positions related to education and training subject to periodical reassignment in Vietnam?

Under Section 2 of the list of job positions subject to periodical reassignment issued with Circular 41/2021/TT-BGDDT, the current list of job positions related to education and training subject to periodical reassignment in Vietnam is specified as follows:

[1] Advising, organizing the preparation of question papers, organizing exams, selecting excellent students, secondary school admissions, college admissions in preschool education, university, master's, and doctorate admissions.

[2] Allocation of training enrollment quotas for schools in the national education system, allocation of overseas training quotas according to the Government of Vietnam's projects.

[3] Appraisal and approval of training and fostering programs of schools within the national education system.

[4] Appraisal of textbooks, teaching aids, and other technical materials supporting teaching and research.

[5] Appraisal of dossiers for the establishment of schools within the national education system.

[6] Management of projects and proposals in the education and training sector.

[7] Allocation and appraisal of scientific research topics in the education and training sector.

When does Circular 19 come into force?

Under Article 5 of Circular 19/2024/TT-BGDDT, the specifics regarding the effect are as follows:

Effect

1. This Circular takes effect from January 14, 2025.

2. This Circular replaces Circular No. 41/2021/TT-BGDDT dated December 30, 2021, of the Minister of Education and Training, regulating the list and periodical job reassignment period in agencies, organizations, units under or directly managed by the Ministry of Education and Training and within the management scope according to the industry, field of education at local governments.

Thus, according to the above regulations, Circular 19/2024/TT-BGDDT will come into force from January 14, 2025.

What are the regulated entities of Circular 19/2024/TT-BGDDT?

Under Article 1 of Circular 19/2024/TT-BGDDT, the regulated entities are as follows:

Scope and regulated entities

1. This Circular stipulates the list and periodical job reassignment period within the management scope according to the industry, field of education, and training at local governments.

2. This Circular applies to officials not holding leading positions and public employees directly engaging with and resolving work in agencies, organizations, units within the management scope according to the industry, education and training sector at local governments.

3. This Circular does not apply to vocational education and training.
