Based on Article 11 of Decree 34/2024/ND-CP, the regulations for loading and unloading and storage of dangerous goods in warehouses or yards in Vietnam are as follows:
(1) Organizations and individuals involved in loading and unloading dangerous goods on transport vehicles and storage facilities must strictly comply with the instructions on preservation, loading, unloading, and transportation for each type of dangerous goods or as notified by the transport contractor.
(2) The loading and unloading of dangerous goods must be directed and supervised directly by the warehouse manager, the transport contractor, or the escort. Dangerous goods that can interact to increase danger levels should not be loaded together in the same vehicle. For types or groups of dangerous goods that are required to be loaded, unloaded, and stored in separate areas, the loading and unloading must be carried out in the designated storage areas.
(3) In the case of transporting dangerous goods that do not require an escort, the transporter must load and unload the goods according to the instructions of the transport contractor.
(4) After all the dangerous goods have been removed from the storage facility, the storage area must be cleaned to prevent affecting other goods.
Thus, the loading and unloading of dangerous goods on vehicles and storage facilities by road traffic vehicles must ensure compliance with the above 04 requirements.

What are requirements for vehicles carrying dangerous goods by road traffic vehicles in Vietnam?
Based on Article 10 of Decree 34/2024/ND-CP, the requirements for vehicles carrying dangerous goods by road traffic vehicles in Vietnam include:
- The transport vehicle must meet the conditions for road traffic as stipulated by law. Specialized equipment for transporting dangerous goods must meet national standards or technical regulations or be in accordance with the regulations of the specialized management ministry.
- The vehicle transporting dangerous goods must display danger signs. If multiple types of dangerous goods are transported in one vehicle, the vehicle must display the signs for each type. The signs should be placed on both sides, the front, and the back of the vehicle for easy observation and identification.
- After unloading all the dangerous goods, if the vehicle is not continuing to transport that type of goods, it must be cleaned, and the danger signs must be removed or erased. The transport unit and the vehicle operator are responsible for cleaning and removing or erasing the danger signs on the vehicle when no longer transporting that type of dangerous goods.
The vehicle transporting dangerous goods must satisfy the above 03 conditions.
Which authority has the power to grant dangerous goods transport licences in Vietnam?
According to Article 17 of Decree 34/2024/ND-CP, the authority to issue licences is specified as follows:
Authority to grant licences and cases of exemption from grant thereof
1. The Ministry of Public Security organizes the issuance of dangerous goods transport licences of types 1, 2, 3, 4, and 9 as stipulated in Clause 1, Article 4 of this Decree (excluding plant protection chemicals and as regulated in Clause 2 of this Article).
2. The Ministry of National Defense organizes the issuance of dangerous goods transport licences to organizations and enterprises under the management scope of the Ministry of National Defense.
3. The Ministry of Science and Technology organizes the issuance of dangerous goods transport licences of types 5 and 8 as stipulated in Clause 1, Article 4 of this Decree.
4. The provincial, municipal People's Committees under central authority organize the issuance of dangerous goods transport licences that are plant protection chemicals.
5. The agency issuing dangerous goods transport licences determines the transportation route and time based on the type and group of dangerous goods stipulated in Clause 1, Article 4 of this Decree.
6. The issuance of dangerous goods transport licences of type 7 is carried out in accordance with the Decree on radiation work and support services for the application of atomic energy.
7. The agency issuing dangerous goods transport licences declines to issue licences for the transportation of flammable and explosive substances through tunnels and ferries as stipulated in Article 12 of this Decree.
Thus, dangerous goods transport licences are issued by the competent Ministries.
Additionally, the provincial, municipal People's Committees under central authority organize the issuance of dangerous goods transport licences that are plant protection chemicals.
