Requirements for Qualifications, Experience, and Personal Characteristics of Principals in Public General Education Institutions According to Circular 20/2023/TT-BGDDT

Based on the regulations in sub-item 5.1, Section 5, Appendix 3, Job Description Table of Principals issued under Circular 20/2023/TT-BGDDT, the requirements for qualifications, experience, and personal characteristics of principals in public general education institutions are as follows:

(1) Regarding educational qualifications:

- Hold a bachelor's degree in teacher training for primary, lower secondary, or upper secondary education or a bachelor's degree in a relevant field with a pedagogical training certificate.

- Principals of primary and lower secondary schools who are required to upgrade their educational qualifications as stipulated in Decree 71/2020/ND-CP dated June 30, 2020, by the Government of Vietnam on the roadmap for upgrading educational qualifications of preschool, primary, and lower secondary teachers (Decree 71/2020/ND-CP); or those governed by Circular 24/2020/TT-BGDDT dated August 25, 2020, by the Minister of Education and Training on the use of teachers and educational management officials in preschool, primary, and lower secondary institutions without the required qualifications will not be subject to educational qualification requirements (Circular 24/2020/TT-BGDDT).

(2) Regarding training and politics:

- Trained in school management; training to enhance professional competence and expertise.

- Hold a certificate of training in professional title standards for teachers corresponding to the educational level managed (according to regulations).

(3) Experience (work achievements):

- Have taught for at least 5 years (or 4 years in mountainous, island, highland, remote, isolated areas, ethnic minority areas, and areas with extremely difficult socio-economic conditions).

- Meet the standard of professional titles corresponding to the educational level managed.

- Meet the standards for principals of general education institutions.

(4) Personal qualities:

- Absolutely loyal, confident, seriously adhering to the policies of the Communist Party, laws of the State, and regulations of the institution.

- Adhere to the code of teacher ethics, have appropriate work manners and methods; establish personal credibility.

- Have innovative thinking in school management.

- Plan and regularly engage in professional and occupational development.

(5) Other requirements:

- Understand the policies, guidelines, laws of the Communist Party, State, regulations, and requirements of the industry and localities on general education and implement them in the assigned tasks.

- Persuasively mobilize organizations and individuals inside and outside the educational institution to participate in building and developing the general education institution.

- Analyze the situation and forecast the development trends of the general education institution, develop strategic development plans for each phase towards comprehensive development of every student and improving educational efficiency and quality.

- Ability to apply information technology in professional activities; ability to use a foreign language or ethnic minority language as required by the job position.

Scope of Authority of Principals in Public General Education Institutions According to Circular 20/2023/TT-BGDDT

Based on Section 4, Appendix 3, Job Description Table of Principals issued under Circular 20/2023/TT-BGDDT, the scope of authority of principals in public general education institutions is clearly stated as follows:

(1) Manage officials, teachers, and staff of the general education institution assigned for management in accordance with legal regulations and guidance from educational management agencies.

(2) Manage students studying at the general education institution assigned for management.

(3) Implement the code of conduct for management officials according to regulations.

Duties and Tasks of Principals in Public General Education Institutions According to Circular 20/2023/TT-BGDDT

Based on the regulations in Section 2, Appendix 3, Job Description Table of Principals issued under Circular 20/2023/TT-BGDDT, the duties and tasks of principals in public general education institutions are as follows:

- Organize and manage the activities of the general education institution:

+ Establish professional groups, office groups, and promotion councils; disciplinary councils, advisory councils in the school; appointing group leaders, deputy group leaders; assign teachers as Chief Advisors of the Ho Chi Minh Young Pioneer Organization (for primary and lower secondary education); participate in the recruitment, transfer, arrangement, signing of work contracts, labor contracts for teachers; organize steps to introduce personnel to request competent authorities to appoint vice-principals.

+ Develop the school's development strategy and plan; formulate and implement teaching and educational plans.

+ Organize the implementation of the general education program; textbooks, local educational content. Manage, use, and select reference publications for use in the school.

+ Manage, admit students, allow students to transfer schools; decide on student discipline, rewards; approve results of student evaluations, lists of students for promotion or retention; organize assessments for primary completion for students in the school and others on the school's territory.

+ Report and evaluate the results of implementation to the school council and competent authorities.

+ Manage administration; autonomously manage and use the school's financial and asset resources according to regulations; implement educational socialization.

+ Create a safe, healthy, friendly school environment; prevent school violence according to legal regulations.

+ Implement grassroots democracy regulations; coordinate and mobilize social forces to participate in educational activities, enhancing the school's role in the community.

- Implement policies for teachers, staff, and workers:

+ Implement regulations on salary payments and allowances for teachers, staff, and workers.

+ Develop plans to enhance professional capacities for teachers, staff, and workers; motivate and facilitate teachers, staff, and workers to participate in educational innovation activities.

+ Evaluate, classify, reward, and discipline teachers, staff, and workers according to regulations.

- Participate in teaching and educational activities:

+ Engage in activities with professional groups.

+ Teach instructional hours as stipulated for principals.

- Enhance professional and managerial capacities:

Participate in training, fostering, self-learning, and self-fostering to improve professional and managerial capacities.

Circular 20/2023/TT-BGDDT will take effect on December 16, 2023.
