- Advice on drafting documents:
To assume the prime responsibility for elaborating strategies, master plans, plans, schemes, programs, mechanisms, policies, law projects, resolutions of the National Assembly, ordinance projects and resolutions of the Standing Committee of the National Assembly; draft resolutions and decrees of the Government; draft decisions and directives of the Prime Minister and legal documents of the Ministry of Industry and Trade on chemical management
- Instruct:
To assume the prime responsibility for formulating and guiding the implementation of strategies, master plans, plans, schemes, programs, mechanisms, policies, laws and resolutions of the National Assembly, ordinances and resolutions of the Standing Committee of the National Assembly; resolutions and decrees of the Government; decisions and directives of the Prime Minister and legal documents of the Ministry of Industry and Trade on chemical management.
- Inspect:
Preside over the organization of specialized inspection and inspection, analysis and evaluation, and final reports on the implementation of strategies, master plans, plans, schemes, programs, mechanisms, policies, laws and resolutions of the National Assembly, ordinances and resolutions of the Standing Committee of the National Assembly; resolutions and decrees of the Government; decisions and directives of the Prime Minister and legal documents of the Ministry of Industry and Trade on chemical management, proposing policies and measures to rectify.
- Evaluation of related work and professional projects:

- Research and develop state-level projects in the field of chemical management:
To assume the prime responsibility for or participate in the study of works, the formulation of projects at provincial, city, ministerial (department, branch) and state levels.
- Coordinating implementation:
Coordinate with relevant agencies and organizations at central and local levels in the field of chemical management.
- Performing common tasks, meetings:
+ Attend meetings related to professional fields inside and outside the agency as assigned.
+ Attend unit meetings, agency meetings as prescribed.
+ Coordinate work with team members.
- Develop and implement individual annual, quarterly, monthly and weekly work plans.
