Request for Review of Asset Handling and Office Headquarters of Agencies and Organizations in Administrative Units
Review of Handling Assets and Offices of Agencies and Organizations in Administrative Units in Accordance with Official Telegram 771/CD-TTg
On August 29, 2023, the Prime Minister of the Government of Vietnam signed and issued Official Telegram 771/CD-TTg of 2023 concerning the review of handling assets and offices of agencies and organizations in administrative units that have been reorganized during the 2019 - 2021 period and the implementation plan for the 2023 - 2030 period.
The Official Telegram states: Implementing the Resolutions of the Politburo, the Resolutions of the Standing Committee of the National Assembly, the Government of Vietnam issued Resolution 117/NQ-CP of 2023 on the Plan to reorganize district-level and communal-level administrative units for the 2023 - 2025 period. The Prime Minister of the Government of Vietnam issued Official Telegram 557/CD-TTg of 2023, Official Telegram 616/CD-TTg of 2023, and organized a nationwide online conference on July 31, 2023, to implement the reorganization of district-level and communal-level administrative units for the 2023 - 2030 period. Simultaneously, the Prime Minister directed ministries and ministerial-level agencies to issue documents under their authority to guide the implementation.
During the implementation of the reorganization of district-level and communal-level administrative units for the 2019 - 2021 period, there remained some limitations, difficulties, and obstacles in handling assets and offices of agencies and organizations.
To overcome the existing limitations of the 2019 - 2021 period and continue arranging and organizing offices economically and efficiently to avoid wastefulness in the 2023 - 2030 period, the Prime Minister of the Government of Vietnam requires the presidents of the People’s Committees of provinces and centrally-controlled cities to adhere to the following requirements:
- Urgently direct the review, compilation of a list, and assessment of the current state and usage of public offices in administrative units (including units that were reorganized during the 2019 - 2021 period which have not yet been effectively arranged and utilized, and units expected to be reorganized during the 2023 - 2030 period).
- Promptly review, adjust, and update land use planning and plans to serve the reorganization and handling of offices; direct the agencies, organizations, and units directly managing the offices to urgently develop a plan for reorganization, handling, and report to the Prime Minister of the Government of Vietnam on the implementation of the plan before September 30, 2023.
- Balance and allocate budget resources to invest in repairing, renovating, and upgrading offices for continued use to serve the operations of administrative units formed after the reorganization, suitable with local planning and actual conditions.

Urgent Transfer of Offices and Land According to the Prime Minister of the Government of Vietnam’s Requirements
In Official Telegram 771/CD-TTg of 2023, the Prime Minister of the Government of Vietnam requires the Ministry of Finance, Ministry of Justice, Vietnam Social Security, and other central ministries and agencies with sectoral headquarters in district and communal administrative units reorganized during the 2019 - 2021 period which are no longer needed to urgently transfer these offices and lands to the People’s Committees of provinces and centrally-controlled cities for effective arrangement, management, and use to avoid wastefulness, negativity, and corruption. Coordinate closely with localities to proactively develop plans for the arrangement and organization of public offices in administrative units expected to be reorganized during the 2023 - 2030 period.
Handling Assets and Offices of Agencies and Organizations in Administrative Units
In Official Telegram 771/CD-TTg of 2023, the Prime Minister of the Government of Vietnam requires the Minister of Finance as follows:
- Based on practical requirements, research, and propose the construction of a Decree to replace Decree 167/2017/ND-CP and Decree 67/2021/ND-CP of the Government of Vietnam and related legal documents to facilitate the handling of assets and offices of agencies and organizations in reorganized administrative units.
- Urgently provide guidance according to authority on handling assets and offices of agencies and organizations in district and communal administrative units, ensuring compliance with the law, simplifying administrative procedures, reducing implementation time, and avoiding waste, loss, corruption, negativity, or leaving assets and offices damaged and degraded.
- Quickly overcome the situation where offices of agencies and organizations in some localities after reorganizing administrative units still maintain 02 ÷ 03 offices; in some places, some offices are abandoned, and localities lack the budget for maintenance, repair, and security, leading to office degradation, damage, and waste; the organization of liquidation and auction of redundant public offices and assets after reorganization is still facing many difficulties.
- Compile, report, and evaluate the results of guidance and organization of implementation to the Prime Minister of the Government of Vietnam in October 2023.
Additionally, the Prime Minister of the Government of Vietnam requires the Minister of Home Affairs, Minister of Finance, and Presidents of the People’s Committees of provinces and centrally-controlled cities, according to their functions, duties, and powers, to preside, guide the arrangement, and organize redundant offices according to authority; the Ministry of Home Affairs presides, promptly compiles and reports difficulties and inadequacies when implementing the reorganization of administrative units, including the arrangement of public offices of agencies and organizations, to report to the Prime Minister of the Government of Vietnam for consideration before September 30, 2023.
