Hello, I have the following question: Currently, there are new developments in the Covid-19 pandemic in Vietnam. So have airlines received any instructions on pandemic prevention in the new situation? Thank you!

Are airlines and the Airport Authorities nationwide required to seriously comply with the requirements of Covid-19 prevention in the current new situation?

Pursuant to Section I of Directive 2975/CT-CHK in 2022 of Vietnam, the Civil Aviation Administration of Vietnam has directed the Airports Corporation of Vietnam (ACV), Van Don International Airport, the Flight Management Corporation, and Vietnamese airlines. The airport authorities of the North, Central and South, and ground service units at airports perform the following tasks:

- Establish a steering committee to serve the travel needs of the people, ensure traffic order and safety during the peak summer of 2022.

- Publish hotline phone numbers and 24/7 standing to receive and process information related to the unit's tasks.

- Based on the direction of the Government, the Ministry of Transport, the CAAV and the functions and tasks of each agency and unit to develop a plan to serve the peak of summer 2022, arrange enough human resources to ensure good service, safe flights, meeting people's travel needs.

- Continue to raise awareness, seriously implement the requirements of Covid-19 pandemic prevention and control in the new situation according to the Officials, Directives and directions of the competent authorities.

According to the above regulations, aviation units need to perform the above-mentioned tasks according to the direction of the Civil Aviation Authority of Vietnam, including the task of continuing to raise awareness and seriously implementing the requirements of Covid-19 prevention and control in the current new situation.

Are Tan Son Nhat International Airport required to completely handle unregistered passenger vehicles?

Based on subsection 2, Section II of Directive 2975/CT-CHK in 2022 of Vietnam, the Civil Aviation Administration of Vietnam has directed and requested Tan Son Nhat International Airport to perform a number of tasks as follows:

“II. Specific tasks
2. Tan Son Nhat International Airport
- Review the premises, passenger service lines, especially domestic passengers at Tan Son Nhat International Airport; minimize or relocate/rearrange non-aviation service space to prioritize passenger service space; soon work with the competent authority to bring the Bus lounge area (gate 22-25) into official and long-term operation.
- Study and adjust the plan for exploiting the 19.79ha parking area in the direction of adding more service roads, painting more locations for gathering ground vehicles at the 1979ha coax yard in order to create more favorable conditions for the ground service units arrange vehicles ready to serve aircraft, reducing ground service time for each flight.
- Coordinate with Tan Son Nhat Police Station, Southern Airport Authority to completely handle unregistered passenger vehicles operating at Tan Son Nhat International Airport; promptly proposed the Ho Chi Minh City Police to support the force to handle the situation of the car to pick up passengers and the cases where the company's employees had the phenomenon of attracting customers, forcing customers to price.
- Continue to implement Directive No. 637/CT-CHK dated February 22, 2022 of the CAAV on strengthening solutions to limit traffic jams in front of the station at Tan Son Nhat International Airport.”

According to the above regulations, Tan Son Nhat International Airport needs to carry out specific tasks directed by the Civil Aviation Authority of Vietnam according to the above content. In which, it is necessary to coordinate with relevant units and forces to completely handle the situation of parachute vehicles operating at Tan Son Nhat International Airport.

Are Noi Bai International Airport required to minimize the relocation and rearrangement of non-aviation service premises to prioritize passenger service space?

Pursuant to Directive 2975/CT-CHK in 2022 of Vietnam, the Civil Aviation Authority of Vietnam has requested Noi Bai International Airport to perform the following tasks:

“II. Specific tasks
3. Noi Bai International Airport
- Review the ground, passenger service lines, especially serving domestic passengers; minimize or relocate/re-arrange non-aviation service space to prioritize passenger service space.
- Urgently study the plan to expand the security screening area at Lobby E to arrange more security scanners, supplement the flow of passengers doing security procedures to reduce congestion in the security screening area during peak hours at lobby E; report to CAAV for implementation.
- Coordinate with the Department of Transport of Hanoi City, Noi Bai Police Station, Traffic Police, Traffic Inspector to organize traffic flow in the access area to/from Noi Bai International Airport in order to limit traffic congestion in the area accessing to Noi Bai international airport.
- Urgently complete the plan to expand the car lane from the car park of T1 station to Vo Van Kiet street in July 2022 in order to reduce congestion for the car park of T1 station. Coordinate with the Airport Authority to review legal documents, complete the dossier and report to Vietnam Airport Corporation to report to the Ministry of Transport on the plan to expand the car parking area in the land area of about 1.3ha South of Noi Bai International Airport to reduce congestion in the car parking area of T1 station (according to document No.2602/TCTCHKVN-XDCB dated June 29, 2022 of ACV).
- Increase staff to guide vehicles in/out of passenger terminals to pick up/drop off passengers and apply science and technology to support coordination activities, facilitate traffic, avoid conflicts and jams Traffic congestion in the airport area.
- Coordinate with Noi Bai Police Station, Northern Airport Authority to handle the situation of parachute vehicles operating at Noi Bai International Airport; promptly proposed the Hanoi Police Department to support the force to handle the situation of the parachute to pick up passengers and the cases where the company's employees had the phenomenon of attracting customers and forcing prices."

Thus, Noi Bai International Airport needs to carry out the tasks according to the above instructions from the Civil Aviation Authority of Vietnam.
