What is the solution to minimize flight delays and flight cancellations for airlines in Vietnam?
Based on subsection 4, Section II of Directive 2975/CT-CHK 2022 of the Civil Aviation Authority of Vietnam, there are instructions on specific tasks that airlines need to perform as follows:
“II. Specific tasks
…
4. Airlines
- Develop a plan for passenger transport in accordance with the airport infrastructure to have an optimal plan for passenger transport to serve passengers traveling during the peak season of 2022; prevent unreasonable raise on ticket prices.
- Propaganda for passengers buying air tickets to limit the number of passengers picking up and dropping off at the airport, especially at Noi Bai International Airport and Tan Son Nhat Airport.
- Operate the flight schedule, strictly follow the confirmed slot according to the daily flight schedule. Closely and timely coordinate with airports to update daily flight schedules on the SMIS system to avoid causing difficulties and waste in the service and flight management at airports and management.
- Develop plans and control measures to minimize flight delays or cancellations due to subjective reasons. Improve service quality to further meet the needs of passengers, especially elderly passengers and passengers with disabilities; arrange personnel to guide and assist passengers in completing security check procedures when participating in domestic flights; strictly comply with the provisions of laws and regulations of carriage related to the obligations of the carrier in terms of delay or cancellation of the trip; receive and handle complaints from passengers and passengers about the airline's transportation activities quickly and in a timely manner.
- Thoroughly grasp and require the flight crew to fully understand the diagrams of flight procedures, taxiway diagrams, apron and runway operation methods, and be responsible for strictly and promptly complying with the instructions of the Air Force, urgently evacuating the runway or re-entering the runway and taking off according to the issued air traffic command. When landing or disembarking, or crossing the runway, the crew must pay attention, focus on observing and only do so after fully receiving, correctly understanding and fully repeating the instructions of the Air Force.
- Strictly and fully perform the maintenance and preventive maintenance of aircraft in order to maintain the condition of airworthiness for the aircraft according to the operation plan.
- Flexibly adjust and maintain the application of minimum separation between aircraft according to regulations.”
Accordingly, airlines need to perform the tasks according to the above directives in order to optimally transport passengers, take control measures and minimize the delay or cancellation of flights due to reasons such as: subjectively to serve the travel needs of passengers during the peak season of 2022.

Viet Nam Air Traffic Management Corporation: Vehicles to be regularly maintained and supplemented to serve passengers during the peak season of 2022?
Pursuant to subsection 5, Section II of Directive 2975/CT-CHK 2022 of the Civil Aviation Authority of Vietnam, the following instructions were given to the Viet Nam Air Traffic Management Corporation:
“II. Specific tasks
…
5. Viet Nam Air Traffic Management Corporation
- Develop a plan to arrange air traffic controllers and human resources to serve the high demand for operation during the peak season of 2022, ensure sufficient human resources to operate flights safely and effectively;
- Implement the principle of priority to serve flights using the right slots to minimize the waiting situation.
- Closely coordinate with the National Air Traffic Control Center to maximize, flexibly use ATS routes and take measures to limit air, ground or inter-wave congestion lost.
- Review the system of means, equipment and communication of flight control ; regularly organize maintenance and addition of means and equipment, ready to serve during peak season.
- About the flight plan: Seasonal flight schedule, daily flight schedule and air traffic plan (FPL) must be consistent with the approved or revised plan; especially the agreement between the seasonal flight schedule and the daily flight schedule.
- Direct the air traffic controller team to strictly follow the standard procedures in flight management, promptly reminding the crew when necessary; Make sure to select the appropriate Runway in use for the weather conditions and optimize the route:
+ After aircraft rolls out and takes off: quickly obtains cruising level and enters the route (Enroute);
+ After aircraft land smoothly: implement the method of approaching, landing and exiting the taxiway to the apron.
- Enhance work efficiency aviation meteorological monitoring and forecasting, proactively and promptly informing and advising on weather developments that affect flight operations, especially weather trends, adverse weather phenomena to have a plan for reasonable flight management and flight operations, limiting waiting flights and going to alternate airports.”
Accordingly, the Viet Nam Air Traffic Management Corporation needs to carry out the tasks according to the above instructions: maintain, supplement vehicles and equipment to serve the needs during the peak season.
Airport authorities in Vietnam: The interests of passengers need to be ensured in case of flight delay or cancellation?
Pursuant to subsection 6, Section II of Directive 2975/CT-CHK 2022 of the Civil Aviation Authority of Vietnam directing the aviation authorities in Vietnam to perform the following specific tasks:
“II. Specific tasks
…
6. Airport Authority
- Strengthen inspection and supervision of the implementation of regulations on aviation safety and security and service quality at airports; promptly coordinate with units to settle and immediately handle unusual cases arising;
- Regularly monitor the operation, promptly request the airlines to fulfill the carrier's responsibilities and ensure the interests of passengers in case of flight delay or cancellation in accordance with the law. the law; detect and strictly handle violations according to regulations.
- Coordinate with relevant units to provide information to guide passengers to travel by air on schedule; coordinate with airlines and airports to propagate and popularize passengers and passengers to limit the number of passengers picking up and seeing off at the airport.
- Supervise Vietnamese airlines, ACV, Van Don International Airport, ground service units to organize the implementation of the exploitation plan, arrange human resources to assist passengers in completing security check procedures at the terminal passengers as well as arrange competent passengers to handle unusual situations in passenger service.
- Coordinate with airports to work with local police stations and relevant agencies to check and handle the status of vehicles even operating at airports or cases of taxi company employees. There is a phenomenon of attracting customers, forcing prices.
- Notify the agencies and units operating at the airport and organize inspection and supervision to ensure that the agencies and units strictly and fully implement the requirements of the CAAV in this Directive.”
Thus, the airport authorities nationwide need to carry out the above tasks under the direction of the Civil Aviation Authority of Vietnam, including ensuring the interests of passengers in case of flight delays and flight cancellations in accordance with the law.
