2023: Which Individuals Are Exempt from Tuition Fees?
According to Article 15 of Decree 81/2021/ND-CP regarding individuals exempt from tuition fees, 19 categories are outlined below:
- Individuals as stipulated in the Ordinance on Preferential Treatment for Persons with Meritorious Services to the Revolution if studying at educational institutions under the national education system.
- Preschool children and students with disabilities.
Preschool children and students under 16 years old without a source of support and persons from 16 to 22 years old studying at general education, first-degree higher education entitled to monthly social allowances according to Clauses 1 and 2, Article 5 of Decree 20/2021/ND-CP dated March 15, 2021, by the Government of Vietnam on social assistance policies for social protection subjects. Students at intermediate and college levels who are orphans of both parents and have no support under the provisions of the Vocational Education Law.
- Preschool children and general education students, learners at continuing education centers following the general education curriculum whose father or mother or both parents or grandparents (if living with grandparents) belong to a poor household according to the regulations of the Prime Minister of Vietnam.
- Preschool children aged 5 in particularly difficult villages/hamlets, region III communes in ethnic and mountainous areas, particularly difficult coastal and island communes as per the authority's regulations.
- Preschool children aged 5 who are not stipulated in Clause 5 of this Article are exempt from tuition fees starting from the 2024 - 2025 academic year (effective from September 1, 2024).
- Preschool children and general education students, learners at continuing education centers following the general education curriculum who are natural or legally adopted children of non-commissioned officers and enlisted soldiers in accordance with Clause 2, Article 6 of Decree 27/2016/ND-CP dated April 6, 2016, by the Government of Vietnam, which stipulates certain policies for non-commissioned officers, enlisted soldiers on active duty, demobilized, and their families.
- Secondary school students in particularly difficult villages/hamlets, region III communes in ethnic and mountainous areas, particularly difficult coastal and island communes as per the authority's regulations are exempt from tuition fees starting from the 2022 - 2023 academic year (effective from September 1, 2022).
- Secondary school students who are not specified in Clause 8 of this Article are exempt from tuition fees starting from the 2025 - 2026 academic year (effective from September 1, 2025).
- Recruitment system students (including boarding vocational training students with a training period of 3 months or more) under the regulations of the Government of Vietnam on recruitment policies into higher education and vocational education institutions of the national education system.
- Students of ethnic boarding schools, pre-university schools, and pre-university faculties.
- Students at vocational and higher education institutions who are ethnic minorities with either parent or both parents or grandparents (if living with grandparents) belonging to poor and near-poor households as per the regulations of the Prime Minister of Vietnam.
- Students studying specialized in Marxism-Leninism and Ho Chi Minh Thought.
- Students, graduate students, and doctoral students studying one of the specialized fields of Leprosy, Tuberculosis, Psychiatry, Forensic Medicine, Forensic Psychiatric Medicine, and Pathological Anatomy at public health training institutions as per the State's training quotas.
- Students who are very few ethnic minorities as defined in Clause 1, Article 2 of Decree 57/2017/ND-CP dated May 9, 2017, by the Government of Vietnam, stipulating preferential policies for enrollment and study support for preschool children and students of very few ethnic minorities in areas with difficult or particularly difficult socio-economic conditions as per the current regulations of the competent authority.
- Individuals belonging to the exempted tuition fee categories under the Government of Vietnam's programs and schemes.
- Individuals who graduate from secondary school and continue to study at the intermediate level.
- Individuals studying at intermediate and college levels in fields that are hard to recruit yet society needs, as per the list prescribed by the Ministry of Labor, Invalids, and Social Affairs.
- Individuals studying specialized fields according to the needs of socio-economic development, defense, and security requirements according to the Vocational Education Law. The specific specialized fields are determined by the Prime Minister of Vietnam.

What Documents Are Needed for Tuition Reduction?

1. Documents:
a) Application for tuition exemption, reduction, and support for study expenses, support for tuition fees:
- For individuals eligible for tuition exemption or reduction at preschool, general education, and continuing education: Form according to Appendix II; private elementary school students eligible for fee support: Form according to Appendix VI;
- For individuals eligible for study expense support at preschool, general education, and continuing education: Form according to Appendix III;
- For individuals eligible for tuition exemption or reduction at public vocational education and higher education institutions: Form according to Appendix V; private vocational education and higher education institutions: Form according to Appendix VII.

Thus, depending on the tuition exemption category, the document composition for tuition reduction will vary and should include components as specified above.
What Is the Mechanism for Tuition Reduction, Support for Study Expenses, and Support for Tuition Fees?
According to Article 20 of Decree 81/2021/ND-CP, the mechanism for tuition reduction, support for study expenses, and support for tuition fees is as follows:
Mechanism for Tuition Reduction, Support for Study Expenses, and Support for Tuition Fees
1. Tuition exemption and reduction shall be applied throughout the period of study at the educational institution unless there are changes in the reasons for exemption or reduction.
2. The state budget is responsible for compensating the tuition exemption and reduction for students at public educational institutions. Specifically:
a) The state compensates for the tuition exemption and reduction for public preschool, general education, and continuing education institutions to implement the tuition exemption and reduction policies for students eligible for these policies as stipulated in this Decree, according to the tuition fee levels set by the Provincial People's Council for public institutions that have not yet ensured regular expenditure corresponding to each region and educational level;
b) The state compensates for the tuition exemption and reduction for public vocational education and higher education institutions to implement the tuition exemption and reduction policies for students eligible for these policies according to the tuition fee ceiling set in Clauses a, 1 and a, 2 of Article 10, and Clauses a, 1 and a, 2 of Article 11 of this Decree.
The remaining amount that students must pay is the difference between the tuition fee ceiling set in Clauses a, 1 and a, 2 of Article 10, and Clauses a, 1 and a, 2 of Article 11 and the state support level, except for the cases specified in Clauses a and b, 1 of Article 16 where students must pay the difference between the actual tuition fee of the educational institution and the state support level.
3. The state directly allocates funds for tuition exemption and reduction to eligible students studying at private preschool, primary, general education, vocational education, and higher education institutions; directly allocates funds to support tuition fees for families of primary students attending private educational institutions in areas lacking public schools according to the tuition fee levels set by the Provincial People's Council for public institutions that have not yet ensured regular expenditure corresponding to each region and educational level; according to the tuition fee levels set by competent authorities in public vocational education and higher education institutions that have not yet ensured regular expenditure corresponding to each group sector, subject specified in Articles 10 and 11 of this Decree.
