- Road construction machines:

Content of retrofitting motor vehicles and specialized motorcycles under the management scope of the Ministry of National Defense

According to the provisions of Articles 4 and 5 of Circular 95/2023/TT-BQP, the content of retrofitting motor vehicles and specialized motorcycles under the management scope of the Ministry of National Defense includes:

(1) Content of retrofitting motor vehicles:

- Changing the usage features of motor vehicles:

+ Converting passenger cars, transport vehicles into specialized vehicles or transforming one type of specialized vehicle into another;

+ Transforming a specialized vehicle into a transport vehicle, passenger car;

+ Converting trailers, semi-trailers into specialized trailers, specialized semi-trailers, or transforming one type of specialized trailer or semi-trailer into another;

+ Installing technical equipment on motor vehicles after upgrading and modernizing.

- Changing the original system and components to different systems and components ensuring the combat-technical features of the motor vehicles.

(2) Content of retrofitting specialized motorcycles:

- Changing the usage features of specialized motorcycles:

+ Retrofitting changes the features of specialized motorcycles from one type to another.

+ Installing technical equipment on specialized motorcycles after upgrading and modernizing.

- Changing the original system and components to different systems and components ensuring the combat-technical features of motor vehicles.

What principles must be met when retrofitting military vehicles?

According to the provisions of Article 6 of Circular 95/2023/TT-BQP, the retrofitting of military vehicles must meet the following principles:

- Do not change the vehicle frame, only alter the length or reinforce the original frame without changing the original wheelbase except for trailers and semi-trailers.

- Each motor vehicle only changes the engine and no more than 03 (three) systems or components out of the 07 (seven) original systems or components, specifically:

+ Transmission system (clutch, gearbox, propeller shaft, driven axle);

+ Movement system (wheels);

+ Suspension system;

+ Brake system;

+ Steering system;

+ Cabin, cargo box or self-dumping box;

+ Electrical system (for electric vehicles: Battery Energy Storage System (BESS), management system: Charge state indicator, battery temperature control, electronic converter, motor and control; wiring and connectors; external charging system if equipped; charger connection on vehicle).

- Each specialized motorcycle only retrofits, changes the engine and no more than 04 (four) systems or components out of the 08 (eight) original systems or components, specifically:

+ Transmission system (clutch, gearbox, propeller shaft, driven axle, hydraulic transmission);

+ Movement system (wheels, non-driven axle, travel motor);

+ Suspension system;

+ Brake system;

+ Steering system;

+ Electrical, electro-hydraulic, automation system;

+ Cabin, vehicle body;

+ Specialized equipment.

- Must ensure compliance with technical regulations, standards, and legal provisions, the Ministry of National Defense on technical safety and environmental protection, State secrets.

- The total weight of military vehicles after retrofitting must ensure indicators of stability, safety during operation, and in accordance with the Road Traffic Law.

- The overall dimensions of military vehicles after retrofitting must not exceed the limiting dimensions as stipulated by the Road Traffic Law.

- Military vehicles after retrofitting must be registered according to legal regulations.

Circular 95/2023/TT-BQP is effective from January 15, 2024, and replaces Circular 01/2011/TT-BQP.
