Pursuant to the provisions of Clause 1, Article 22 of the 2008 Law on Road Traffic in Vietnam stipulating as follows:
Priority rights of a number of vehicles
1. The following vehicles have the priority right to go before other vehicles when passing intersections from any direction of traffic in the following order:
a/ Fire engines traveling on duty;
b/ Military vehicles and police vehicles on urgent duty; motorcades led by police cars;
c/ Ambulances on duty;
d/ Dike-watch vehicles, vehicles employed in overcoming natural disasters or epidemics or in a state of emergency as prescribed by law;
e/ Funeral vehicle processions.
Pursuant to the above provisions, fire engines traveling on duty have the priority right to go before other vehicles when passing intersections from any direction of traffic.

2. Vehicles specified at Points a, b, c and d of Clause 1, this Article, when traveling on duty, shall give signals by means of horn, banner and light according to regulations; are not restricted in speed; may enter one-way roads from the opposite direction and other roads open to traffic, even go through the red light, and must only follow the instructions of persons directing traffic.
The Government shall issue specific regulations on signals of priority vehicles.
According to the above regulations, fire engines traveling on duty are allowed to enter one-way roads from the opposite direction.
However, when traveling on duty, vehicles shall give signals by means of horn, banner and light according to regulations.
How is the signal of a fire engine on duty regulated? What are the technical requirements of the priority signal horn?
Pursuant to Article 4 of Decree No. 109/2009/ND-CP stipulating the signals of fire engines when traveling on duty as follows:
Fire engines with red or blue flashing lights or flashing lights mounted on the roof; with a priority signal horn.
At the same time, the technical requirements of the priority signal horn must comply with the provisions of Clause 1, Article 10 of Decree No. 109/2009/ND-CP as shown in the table below:

What is the administrative penalty upon operators of tractors and heavy-duty vehicles for failure to yield to fire engines on duty?
Pursuant to Clause 4, Article 7 of Decree No. 100/2019/ND-CP (point g is amended by Clause 5, Article 2 of Decree No. 123/2021/ND-CP) stipulating as follows:
Penalties imposed upon operators of tractors and heavy-duty vehicles (hereinafter referred to as vehicles) violating traffic rules

4. A fine ranging from VND 800,000 to VND 1,000,000 shall be imposed upon a vehicle operator who commits any of the following violations:
a) Exceeding the speed limits by 10 km/h - 20 km/h;
b) Failure to turn on low beam while operating the vehicle in a road tunnel.
c) Entering a blocked road or restricted area; going against traffic direction of a one-way road or a road where a “Cấm đi ngược chiều” (No entry) sign is erected, except for the violations specified in Point a Clause 8 of this Article and emergency vehicles on duty;
d) Failure to obey the rules when entering or leaving the freeway; going in the emergency lane or on the shoulder of the freeway; changing lanes on a freeway at inappropriate positions or without signals; failure to keep a safe following distance on the freeway;
dd) Failure to obey the regulations on stopping or parking at intersection with the railway; stopping or parking within the railway safety perimeter, except for the violations specified in Point b Clause 2, Point b Clause 3 Article 49 hereof;
e) Failure to yield to or obstructing emergency vehicles on duty that are sending out emergency signals;
g) Making a u-turn at a level crossing; making a u-turn at narrow section of the road, on a slope, on a curve section of the road with limited sight or making a u-turn while operating a vehicle prohibited from doing so by a “no u-turn” sign; making a left turn while operating a vehicle prohibited from doing so by a “no left turn” sign; making a right turn while operating a vehicle prohibited from doing so by a “no right turn” sign;
According to the above regulations, operators of tractors and heavy-duty vehicles who obstruct or fail to yield to fire engines on duty will be subject to an administrative fine of between VND 800,000 and VND 1,000,000.
