Constructing the New Salary Scale Based on Position Salary and Military Rank Salary, Grade Rank Effective from July 01, 2024: Applicable to Whom?
Building a new salary scale from July 1, 2024, based on position salary and military rank, rank grade for which subjects?
According to Resolution 104/2023/QH15, a comprehensive reform of the wage policy will be implemented according to Resolution 27-NQ/TW 2018 starting from July 1, 2024.
According to Resolution 27-NQ/TW 2018, when wage reform is implemented, the armed forces will construct and issue three new salary systems based on job positions, titles, and leadership positions to replace the current salary system. Transitions from the old salary to the new salary ensure that the new salary is not lower than the current salary, including the following:
- One salary scale for military officers, police officers, and non-commissioned police officers (based on position, title, and military rank or rank grade).
- One salary scale for professional soldiers and police technical specialists.
- One salary scale for national defense workers and police workers (maintaining the wage correlation of armed forces compared to current administrative officials).
Recently, at the conference to build new salary scales and special allowance policies for the armed forces and the cipher force, delegates also agreed on the principle of constructing an officer salary scale based on two components: Position salary (or title salary) and military rank, rank grade salary.
Position salary (or title salary) is determined according to groups based on basic positions and titles, equivalent levels of positions, and titles.
Military rank, rank grade salary is constructed according to the military rank and rank grades stipulated in the Law on Vietnamese People's Army Officers and the Law on the People's Police.
It is expected that from July 1, 2024, when wage reform is implemented, the new salary scale for military officers, police officers, and non-commissioned police officers will be constructed according to job positions based on two components:
- Position salary (or title salary);- Military rank, rank grade salary.

3. Reform Content
3.1. For officials and public employees and armed forces (public sector)
a) Design a new wage structure consisting of: Basic salary (accounting for about 70% of the total wage fund) and allowances (accounting for about 30% of the total wage fund). Additional bonuses (bonus fund accounting for about 10% of the total annual wage fund, excluding allowances).
The wage structure of military officers and police officers (public sector) when wage reform is implemented will include:
- Basic salary (accounting for about 70% of the total wage fund);- Allowances (accounting for about 30% of the total wage fund);- Additional bonuses (bonus fund accounting for about 10% of the total annual wage fund, excluding allowances).
Thus, it can be seen that the new wage structure for military officers and police officers will include the above components. In addition, new systems of salary scales based on job positions, titles, and leadership positions will be constructed and issued to replace the current salary system. Transitions from old salaries to new salaries ensure that the new salary is not lower than the current salary.
What allowances will military and police officers receive after the 2024 wage reform implementation?
According to Resolution 27-NQ/TW 2018, current allowance policies will be rearranged, ensuring the total allowance fund accounts for a maximum of 30% of the total wage fund, as follows:

d) Rearrange the current allowance policies, ensuring the total allowance fund accounts for a maximum of 30% of the total wage fund.
- Continue to apply concurrent position allowances; above-threshold seniority allowances; regional allowances; job responsibility allowances; mobility allowances; security and defense service allowances; and special allowances for armed forces (military, police, cipher force).
- Consolidate professional preference allowances, professional responsibility allowances, and hazardous and dangerous allowances (referred collectively as professional allowances) applicable to officials and public employees in professions and roles with higher-than-normal labor conditions and appropriate state policy incentives (education and training, health, courts, prosecution, civil judgment enforcement, inspection, examination, auditing, customs, forestry protection, market management, etc.). Consolidate special allowances, attraction allowances, and long-term service allowances in areas with particularly difficult socio-economic conditions into allowances for working in particularly difficult areas.
- Abolish seniority allowances by profession (except for the military, police, and cipher forces to maintain wage correlation with officials); leadership position allowances (since leadership positions in the political system will be compensated through position salaries); party, social-political organizational work allowances; civil service allowances (since these have been included in the basic salary); hazardous, dangerous job allowances (since hazardous and dangerous working conditions have been included in professional allowances).
- Establish new policies for allowances based on administrative unit classification for commune, district, and provincial levels.
- Consistently apply monthly fixed allowances for non-specialized personnel at the commune level, in hamlets, and urban quarters based on the regular expenditure ratio of the commune People's Committee; meanwhile, stipulate the maximum number of non-specialized personnel according to each type of commune, hamlet, urban quarter. Based on this, the commune People's Committee will propose specific positions eligible for allowances to the People's Council at the same level, oriented towards one position being able to undertake multiple tasks while ensuring the quality and effectiveness of the assigned work.
According to the content mentioned above, after the wage reform, military and police officers will receive the following allowances:
- Concurrent position allowances, above-threshold seniority allowances, regional allowances, job responsibility allowances, mobility allowances, special allowances, and professional seniority allowances for military and police officers.
- Consolidate special allowances, attraction allowances, and long-term service allowances in areas with particularly difficult socio-economic conditions into allowances for working in particularly difficult areas.
