Policy on Support and Training for Participants in Security and Order Protection Forces at the Grassroots Level from July 1, 2024?
On the afternoon of November 28, 2023, during its 6th session, the National Assembly passed the Law on Participation of Forces in Protecting Security and Order at the Grassroots Level 2023.
Article 23 of the Law on Participation of Forces in Protecting Security and Order at the Grassroots Level 2023 stipulates the support and training for participants in the security and order protection forces at the grassroots level as follows:
- Participants in the security and order protection forces at the grassroots level are entitled to a regular monthly financial support, voluntary social insurance contributions, and health insurance as decided by the Provincial People's Council.
- Participants are entitled to support and training allowances when sent for training, performing tasks assigned by competent authorities, or when mobilized, dispatched to perform tasks. The support and training allowances are stipulated as follows:
+ When sent for training, participants are entitled to allowances equivalent to the basic meal expenses of public security service soldiers.
+ When performing tasks from 10 PM of the previous day to 6 AM of the following day, on rest days, holidays, or when performing heavy, hazardous, dangerous, or specially heavy, hazardous, dangerous work as prescribed by labor law, participants are entitled to allowances decided by the Provincial People's Council.
+ When performing tasks in border areas, islands, mountainous regions, areas with exceptionally difficult socio-economic conditions, ethnic minority areas, or in key defense communes, participants are entitled to additional daily labor allowances decided by the Provincial People's Council.
+ When mobilized, dispatched, or sent to perform tasks outside the area of responsibility, participants are supported with travel expenses, meals, and accommodations during the task performance period by the mobilizing or dispatching agency.

Who is Eligible to Join the Security and Order Protection Forces at the Grassroots Level from July 1, 2024?
Article 13 of the Law on Participation of Forces in Protecting Security and Order at the Grassroots Level 2023 stipulates the eligibility criteria for joining the security and order protection forces at the grassroots level as follows:
- Vietnamese citizens from 18 to 70 years old, in cases over 70 years old but in good health, the Chairman of the Commune People's Committee will consider and decide based on the proposal of the commune police.
- Having clear personal history; good moral character; personal and family compliance with the guidelines, policies of the Communist Party, laws of the State; not being subject to criminal prosecution, serving a community sentence, undergoing judicial or administrative measures. For those who have completed serving a court sentence or judicial measure, they must have their sentences expunged; and those who have completed administrative measures must have passed the statutory period to be considered as not being subject to administrative measures as prescribed by law.
- Holding a graduation certificate or completion certificate of general education. For border areas, islands, mountainous regions, areas with exceptionally difficult socio-economic conditions, ethnic minority areas, individuals who have completed junior secondary education may be recruited; if there are not enough recruits, those who have completed primary education may be considered.
- Residing or temporarily residing for 1 year or more and regularly living at the location where the application to join the security and order protection forces at the grassroots level is submitted. For cases under Clause 3, Article 15 of the Law on Participation of Forces in Protecting Security and Order at the Grassroots Level 2023, residency or temporary residency at the application location is required.
- Having adequate health as certified by a medical establishment established and operated under the law.
Workplace Regulations for Security and Order Protection Forces at the Grassroots Level from July 1, 2024
The workplace regulations for the security and order protection forces at the grassroots level are stipulated in Article 20 of the Law on Participation of Forces in Protecting Security and Order at the Grassroots Level 2023 as follows:
The Commune People's Committee provides workplace locations for the security and order protection forces at the grassroots level at community areas in villages, residential groups, or at the commune police workplace or other suitable locations based on the task requirements of the security and order protection forces at the grassroots level and the local guarantee capability.
The Law on Participation of Forces in Protecting Security and Order at the Grassroots Level 2023 comes into effect from July 1, 2024.
