Pursuant to the provisions of Clause 5 and Clause 7, Article 30 of Decree 100/2019/ND-CP amended by Clause 17, Article 2 of Decree 123/2021/ND-CP on administrative penalties for road traffic offences and rail transport offences are as follows:
Penalties imposed upon vehicle owners

5. For owners of mopeds and motorcycles: A fine ranging from VND 800,000 to VND 2,000,000 shall be imposed upon an individual, from VND 1,600,000 to VND 4,000,000 upon an organization that commits any of the following violations:
....
e) Failure to comply with revocation of certificates of vehicle registration and license plates as per the law;
g) Operating a vehicle without the certificate of vehicle registration or with an expired certificate of vehicle registration; failure to operate a vehicle with the certificate of temporary vehicle registration within the permitted time limit or failure to operate a vehicle with restricted operation areas on the permitted routes or within the permitted areas;
h) Operating vehicles with certificates of vehicle registration issued by other than competent authorities or with modified certificates of vehicle registration; operating vehicles with certificates of vehicle registration inconsistent with chassis number of the vehicles;
i) Installing and using devices modifying license plates against regulations and law;
k) Operating a vehicle without a license plate (if required); or the license plate of which is not consistent with the Certificate of vehicle registration or not issued by a competent authority.

7. For owners of cars, tractors, heavy-duty vehicles and car-like vehicles: A fine ranging from VND 2,000,000 to VND 4,000,000 shall be imposed upon an individual, from VND 4,000,000 to VND 8,000,000 upon an organization that commits any of the following violations:
a) Deliberately cutting, welding and punching to modify chassis number and engine number; operating vehicles whose chassis number and engine number have been modified due to being cut, welded and punched;
b) Erasing or modifying vehicle registration documents;
c) Failure to comply with revocation of certificates of vehicle registration and license plates; Certificate of technical and environmental safety for road vehicle as per the law;

Thus, when selling a vehicle, the vehicle owner who fails to comply with revocation of certificates of vehicle registration and license plates as follows:
- Owners of mopeds and motorcycles who fails to comply with revocation of certificates of vehicle registration and license plates as prescribed may be subject to administrative penalties of fines ranging from 800,000 VND to 2,000,000 VND for individuals, from 1,600,000 VND to 4,000,000 VND for organizations.
- Owners of cars, tractors, heavy-duty vehicles and car-like vehicles of vehicles similar to cars who who fails to comply with revocation of certificates of vehicle registration and license plates according to regulations can be subject to administrative penalties of fines from 2,000,000 VND to 4,000,000 VND for individuals, from 4,000,000 VND to 8,000,000 VND for organizations.

What are the cases of revocation of vehicle registration and license plate in Vietnam?
Pursuant to the provisions of Article 23 of Circular 24/2023/TT-BCA regulating the cases of revocation of vehicle registration and license plate as follows:
Cases of revocation of vehicle registration and license plate
1. Any vehicle that is out of order, unusable and damaged due to objective reasons.
2. End-of-life vehicles; vehicles that are unroadworthy as stipulated by laws;
3. Vehicles that have been lost, stolen, illegally possessed or discarded. The vehicle owner requests the revocation of its/his/her vehicle registration certificate and license plate.
4. Vehicles that are imported dutyfree, temporarily imported by foreign agencies, organizations and individuals and then re-exported, transferred or destroyed.
5. Vehicles that are registered at economic zones as promulgated by the Government when they are re-exported and transferred into Vietnam.
6. Vehicles undergoing title transfer or transfer.
7. Vehicles that are disassembled to use their engine and chassis as spare parts for other vehicles.
8. Any vehicle which has been registered but the application thereof was falsified or any vehicle of which both or either of the engine number and chassis number are/is falsified according to the conclusion of a competent authority or any vehicle whose the license plate has been issued against the law.
Thus, the vehicle registration and license plate will be revoked in the following cases:
- Any vehicle that is out of order, unusable and damaged due to objective reasons.
- End-of-life vehicles; vehicles that are unroadworthy as stipulated by laws;
- Vehicles that have been lost, stolen, illegally possessed or discarded. The vehicle owner requests the revocation of its/his/her vehicle registration certificate and license plate.

Vietnam: When transferring a vehicle, how long will the identification license plate be retained for the owner from the date of revocation?
In Clause 7, Article 3, Circular 24/2023/TT-BCA stipulates the case of changing ownership as follows:
Rules for vehicle registration

6. If the vehicle owner is an organization, the license plate shall be managed according to its electronic identification code generated by the electronic identification and authentication system. If the organization has not yet been issued with the electronic identification code, the license plate shall be managed according to tax identification number or establishment decision.
7. In case of an end-of-life vehicle, a damaged vehicle or a vehicle with title transfer, the identification license plate shall be revoked by the vehicle registration authority and re-issued when the vehicle owner carries out registration procedures for another vehicle which he/she has the right to ownership. The identification license plate shall be retained for the owner within 05 years from the date of revocation. After 05 years, if the vehicle owner has not yet carried out registration procedures, the identification license plate shall be transferred to the license plate storage for registration and issuance to another organization or individual according to regulations.
8. If a vehicle owner that is an organization relocates its headquarter, or a vehicle owner that is an individual changes his/her place of residence to another province or central-affiliated city (hereinafter referred to as “province”), the identification license plate shall be retained (it is not required to replace the license plate)

Thus, when selling a vehicle, the identification license plate shall be retained for the owner within 05 years from the date of revocation.
After 05 years, if the vehicle owner has not yet carried out registration procedures, the identification license plate shall be transferred to the license plate storage for registration and issuance to another organization or individual according to regulations.
