Will the Vietnamese teacher payrolls increase the most after the 2024 salary reform in Vietnam according to Resolution 27?

Resolution 27-NQ/TW in 2018 pointed out the shortcomings of the current payrolls. Specifically, the formulation of the payroll system is not suitable for job positions, titles, and leading positions; it is burdened with an average nature, does not ensure a decent living, does not fully utilize talent, and does not provide motivation to improve the quality and efficiency of employees' work. The stipulated statutory pay rate multiplied by the coefficient does not clearly reflect the true value of salaries.

According to the Government's Electronic Portal, the Minister of the Ministry of Home Affairs stated that under the salary reform plan, starting from July 1st, the average salary of officials and public employees, including base pay and allowances, is expected to increase by about 30%.

Another notable point is that from 2025, the Government will continue to adjust salary levels in payrolls, increasing them by an average of about 7% per year. This means that after implementing the salary reform with new payrolls and higher salaries compared to the current ones, officials and public employees will still receive an additional 7% salary increase each year.

Therefore, with the implementation of the 2024 salary reform, the average salary of officials and public employees is expected to increase by about 30% (including base pay and allowances). Consequently, the teacher payroll is expected to increase significantly. From 2025, the Government will continue to adjust salary levels in payrolls, increasing them by an average of about 7% per year. This means that after implementing the salary reform, teachers will still receive an additional 7% salary increase each year.

Additionally, the Minister of the Ministry of Home Affairs also mentioned that a noteworthy point in implementing the salary reform is that the salaries of public employees, especially those in the education and healthcare sectors, will be higher than the general level of other officials and public employees. This is because we are implementing a salary policy reform linked to the resolution on comprehensive and fundamental development of education, training, and healthcare. Especially through the recent COVID-19 pandemic, it has become evident that we need to pay more attention to improving the quality of life of teachers and doctors.

Therefore, the teacher payroll in 2024 will increase for teachers in the public sector (teachers teaching at public educational institutions as public employees). For teachers in the private sector who receive salaries based on labor contracts, their salaries will be implemented according to the minimum regional wage. Starting from July 1st, 2024, the minimum regional wage is also expected to increase according to the latest plan approved by the National Wage Council.

How to formulate the teacher payrolls based on the job positions after the salary reform in Vietnam in 2024?

The National Assembly has voted to pass the Resolution on the State Budget for 2024 on the morning of November 10th. Accordingly, the Resolution states that starting from July 1st, 2024, a comprehensive salary policy reform will be implemented according to Resolution 27-NQ/TW in 2018.

Resolution 27-NQ/TW in 2018 has identified the shortcomings of the current payrolls. Specifically, the formulation of the payroll system is not suitable for job positions, titles, and leading positions. It is burdened with an average nature, does not ensure a decent living, does not fully utilize talent, and does not provide motivation to improve the quality and efficiency of employees' work. The stipulated statutory pay rate multiplied by the coefficient does not clearly reflect the true value of salaries.

Resolution 27-NQ/TW in 2018 has agreed to build a specialized teacher payroll according to officials' ranks and public employees' professional titles, which will be applied uniformly to officials and public employees who do not hold leadership titles. Each officials' rank and public employees' professional title will have multiple salary levels based on the following principles:

+ For jobs with the same level of complexity, the salary level will be the same.

+ For jobs with higher labor conditions and professional advantages, there will be additional allowances.

+ The classification and number of levels in officials' ranks and public employees' professional titles will be rearranged, encouraging officials and public employees to improve their professional qualifications.

+ Appointments to officials' ranks or public employees' professional titles must be linked to job positions and the structure of officials' ranks and public employees' professional titles implemented by the managing agencies.

In addition, the teacher payroll according to job positions for the implementation of the 2024 salary reform is formulated based on the following factors:

- Annulling the current statutory pay rate and salary coefficient, and establishing a base pay amount in the new payrolls.

- Determining the minimum salary level for officials and public employees in the public sector as the salary level for jobs requiring intermediate-level training (Level 1), not lower than the minimum salary level for trained workers in the private sector.

- Expanding the wage relationship as a basis for determining specific salary levels in the payroll system, gradually approaching the wage relationship in the private sector that is suitable for the state's resources.

- Improving the system of regular salary increments and early salary increments for officials, public employees, and armed forces in accordance with the regulations of the new payrolls.

The new teacher payroll is formulated based on the new salary structure with the following provisional formula:

Salary = Base pay + Allowances (if any) + Bonuses (if any)

Where:

- Base pay accounts for about 70% of the total salary fund.

- Allowances account for about 30% of the total salary fund.

- Bonuses: The bonus fund is approximately 10% of the total salary fund for the year, excluding allowances
