For raising the rank from employee to officer
Civil servants who are classified as employees or equivalent working in people's courts are eligible and eligible to register for the exam.
For upgrading from staff to specialists
Civil servants are ranked as cadres working in people's courts who meet the criteria and conditions for registration for the exam.
For upgrading from specialist to main specialist
Civil servants are classified as specialists working in people's courts who meet the criteria and conditions for registration for the exam.

Standards and conditions for registration for the civil servant promotion exam at the Supreme People's Court of Vietnam specified in Section III of the Plan 103/TANDTC-TCCB in 2023 are as follows:
For raising the rank to the rank of officer:
Civil servants registering for the promotion to cadres must meet the following criteria and conditions:
- Units employing civil servants in need;
- Be evaluated and rated quality at the level of successful completion of tasks or higher in 2022; have good political and moral qualities; not during the disciplinary period or under the consideration of disciplinary action by the competent authority;
- Currently holding a staff rank (Quota code: 01.005) or equivalent; have the capacity, professional qualifications and professional skills to assume the job position corresponding to the cadre rank (Quota code: 01.004);
- Meet the requirements for diplomas and certificates according to the standards of training and retraining qualifications of staff specified in Circular 02/2021/TT-BNV dated 11/6/2021 of the Ministry of Interior;
- Must have a period of holding an employee rank or equivalent of 03 (three) years or more (excluding probationary period). In case there is a period equivalent to the employee quota, the period of holding the employee quota is at least 12 months, up to the expiration date of the deadline for submitting the application for registration for the quota raising exam (01/04/2023).
For the promotion to specialist:
- Units employing civil servants in need;
- Be evaluated and rated quality at the level of successful completion of tasks or higher in 2022; have good political and moral qualities; not during the disciplinary period or under the consideration of disciplinary action by the competent authority;
- Currently holding the rank of staff (Quota Code: 01.004) and have the capacity, professional qualifications and professional skills to assume the job position corresponding to the rank of specialists (Quota Code: 01.003);
- Meet the requirements for diplomas and certificates according to the standards of training and retraining qualifications of specialists specified in Circular 02/2021/TT-BNV dated June 11, 2021 of the Ministry of Home Affairs of Vietnam;
- There must be a period of holding the cadre rank or equivalent of 03 (three) years or more (excluding the probationary period), of which the period of holding the cadre quota is at least 12 months, up to the expiration date of the deadline for submitting the application for registration for the quota raising exam is April 01, 2023.
For the promotion to the main specialist:
Civil servants applying for the promotion to the main specialist must meet the following criteria and conditions:
- Units employing civil servants in need;
- Be evaluated and rated quality at the level of successful completion of tasks or higher in 2022; have good political and moral qualities; not during the disciplinary period or under the consideration of disciplinary action by the competent authority;
- Currently holding the rank of specialist (Quota code: 01.003) and having the capacity, professional qualifications and professional skills to take up the job position corresponding to the main specialist rank (Quota code: 01.002);
- Meet the requirements for diplomas and certificates according to the standards of training and retraining qualifications of the main specialists specified in Circular 02/2021/TT- BNV dated 11/6/2021 of the Ministry of Interior;
- There must be a period of holding the rank of specialist or equivalent of 09 years or more (excluding the probationary period), of which the period of holding the rank of specialist is at least 12 months; as of the expiration date of the deadline for submitting applications for the upgrade exam is 01/04/2023;
- During the period of holding the rank of specialists and equivalents who have participated in the development and appraisal of at least 01 legal document or topic, scheme, project or scientific research program from grassroots level or higher that the agency employing civil servants assigned to conduct research, construction has been issued or accepted by a competent authority.

It is expected that in September, 2023 (the exam schedule will be arranged by the Supreme People's Court of Vietnam Examination Council when the quota is approved by the Ministry of Interior, there will be a notice later)

Held at the Supreme People's Court of Vietnam.
What is the application for the civil servant promotion exam in Vietnam?
Pursuant to subsection 4, Section IV of the Plan 103/TANDTC-TCCB in 2023, the application for the civil servant promotion exam is specified as follows:
Application documents for the upgrade exam in 01 set (in a cardboard bag with dimensions of 250x350x5mm). The dossier includes:
- A curriculum vitae according to form 2C of the Ministry of Interior certified by the agency managing and employing civil servants;
- A written comment and assessment of the head of the agency or organization employing civil servants on the standards and conditions for registration for the exam as prescribed;
- Copies (certified) of diplomas, certificates, schemes, topics... at the request of the contestant.
