Pursuant to the regulations in Article 2 of the Regulation on the allowance regime for trade union officials at all levels issued with Decision 5692/QD-TLD in 2022, the principles for implementing the allowance regime for trade union officials at all levels are as follows:
Implementation principles:
1. Ensure the correct target, criteria, and standards within the scope of the financial resources used by the unit as prescribed by the Trade Union Confederation. The allowance budget of the unit must be approved and publicly accounted for, transparent, and supported by sufficient evidence as prescribed.
2. Trade union officials with specialized roles in participating in executive boards, multi-level inspection committees are only entitled to the highest level of responsibility allowance. Non-specialized trade union officials participating in executive boards, higher-level inspection committees directly at the grassroots level or above are entitled to the responsibility allowance of that level. Within one level of trade union, officials holding multiple positions are only entitled to the highest level of responsibility allowance.
3. The responsibility allowance and concurrent duty allowance stated in this regulation are not used to calculate social insurance, health insurance, and unemployment insurance contributions.
4. Those who are entitled to allowances according to this regulation will stop receiving the allowances from the following month when they cease to hold the position or tasks assigned.
5. The grassroots trade union can use a maximum of 45% of the trade union fee revenue for responsibility allowances, concurrent duty allowances, and salaries of specialized trade union officials (if any). In cases where the 45% of the trade union fee revenue is not fully utilized for these allowances, the remaining funds can be used for visiting trade union members.
Therefore, according to the legal regulations, the responsibility allowance for Presidents of grassroots trade unions is considered as income that is not used to calculate social insurance contributions.

d) Heads and deputy heads of trade union teams.
