Combine special allowances, attraction allowances, and long-term service benefits in areas with particularly difficult socioeconomic conditions into an allowance for working in particularly difficult regions.

- Basic salary (approximately 70% of the total wage fund).
- Allowances (approximately 30% of the total wage fund).
- Supplementary bonuses (the bonus fund is about 10% of the total annual wage fund, excluding allowances).
A new system of salary scales will be constructed and issued according to job positions, titles, and leadership positions to replace the current salary scale system; converting the old salary to the new salary, ensuring that it is not lower than the current salary, including:
- Construct a salary scale for positions applicable to public employees holding leadership positions (elected and appointed):
+ The position salary must reflect the rank in the political system.
+ Holding a leadership position will be paid according to that position; if one person holds multiple positions, they will receive the highest position salary.
+ Leadership positions of equal standing will receive the same salary; the position salary of a superior leader must be higher than that of a subordinate leader.
+ A single position salary will be defined for each equivalent position; ministries and central authorities, committees, and equivalents at the central level will not be classified when constructing position salary scales at the central level; there will be no differentiation in position salaries for the same leadership titles according to administrative unit classification at the local level, which will instead be implemented through allowance policies.
- Construct a professional and technical salary scale according to professional titles for public employees not holding leadership titles; each professional title for public employees will have multiple salary grades according to the principle:
+ Jobs of equal complexity will have the same salary.
+ Higher-than-normal working conditions and professional incentives will be implemented through professional allowance policies;
+ Reorganize the groups and number of salary grades in public employee professional titles, encouraging public employees to enhance their professional qualifications.
+ Appointments to public employee professional titles must be linked with job positions and public employee professional titles managed by the agency, organization, or unit.
Thus, the salary scale for preschool teachers is constructed according to Resolution 27 as described above.
