Pursuant to Resolution 104/2023/QH15 on the state budget estimate for 2024, starting from July 1, 2024, comprehensive salary policy reforms will be implemented in accordance with Resolution 27-NQ/TW in 2018.

Quoting from the Government Portal, the Minister of the Ministry of Home Affairs stated that a notable point in implementing salary reform is that the salaries of public employees, especially those in the education and healthcare sectors, will be higher than the general level of other officials and public employees.

This is because we are implementing salary policy reforms that are linked to the implementation of the resolution on fundamental and comprehensive development of education and healthcare. Especially through the recent COVID-19 pandemic, it was evident that we need to pay more attention to improving the lives of teachers and doctors.

Therefore, during the salary reform, the Ministry of Home Affairs will coordinate with the Ministry of Education and Training and the Ministry of Health to propose adjustments and support to ensure that the salaries (including allowances) of teachers and doctors are increased in accordance with their job requirements and positions, while also maintaining the overall salary level of officials and public employees and providing benefits to these two sectors.

So, when implementing the 2024 salary reform, according to the Minister of the Ministry of Home Affairs, the salaries of healthcare public employees, including doctors, will be higher than the general level of other officials and public employees. The Ministry of Home Affairs will coordinate with the Ministry of Health to propose adjustments and support to ensure that the salaries (including allowances) of healthcare public employees are increased in accordance with their job requirements and positions, while also maintaining the overall salary level of officials and public employees and providing benefits to these two sectors.

What is the latest payroll for public employees in Vietnam in 2024 according to the salary reform policy in 2024?

The government has recently issued Resolution 01/NQ-CP in 2024 on the tasks and key solutions for implementing the economic-social development plan and the state budget estimate for 2024, which includes important directives related to salary reform.

Pursuant to Appendix IV issued with Resolution 01/NQ-CP in 2024, the government has assigned the Ministry of Home Affairs to take the lead in implementing, and by May 2024, complete the issuance of new salary regulations for officials, public employees, and armed forces.

Resolution 01/NQ-CP in 2024 also clearly stated the implementation of salary reform according to Resolution 27-NQ/TW in 2018 by the Central Executive Committee regarding salary policy reforms for officials, public employees, armed forces, and workers in enterprises.

Therefore, the latest payroll for public employees in 2024 according to the salary reform policy in 2024 may be available in May 2024.

Note: May 2024 is only the completion time for the new payroll. The official issuance and implementation of this payroll will depend on further guidance from the government

What is the current salary arrangement in Vietnam?

(1) Payrolls for doctors working in public health facilities before the salary reform from July 1, 2024:

Pursuant to the regulations in Clause 1, Article 13 of Joint Circular 10/2015/TTLT-BYT-BNV, the salary coefficient for doctors in public health facilities is determined.

Pursuant to Clause 2, Article 3 of Decree 24/2023/ND-CP, the current statutory pay rate is 1.800.000 VND per month.

The formula for calculating the salary of doctors working in public health facilities is as follows:

Salary = Coefficient x Statutory pay rate

Therefore, the payrolls for doctors working in public health facilities include:

(2) Payrolls for doctors working in public health facilities after the salary reform from July 1, 2024:

Pursuant to the spirit of Resolution 27-NQ/TW in 2018, the salary structure for public employees without leadership positions during the salary reform will include:

- Base pay (accounting for about 70% of the total salary fund);

- Allowances (accounting for about 30% of the total salary fund);

- Additional bonuses (bonus fund equivalent to about 10% of the total annual salary fund, excluding allowances).

Therefore, after implementing the salary reform from July 1, 2024, the salary for doctors working in public health facilities will be constructed according to the following formula:

Doctor salary = Base pay + allowances (if any) + bonuses (if any).

In addition, Resolution 27-NQ/TW in 2018 also introduces salary reform measures to formulate 02 new payrolls for officials and public employees based on job positions, titles, and leadership positions, replacing the current payroll system. It includes converting the old salary arrangement to the new salary, ensuring it is not lower than the current salary enjoyed, including:

- Formulating 01 payroll for officials and public employees holding leadership positions (elected and appointed) in the political system from central to communal levels.

- Formulating 01 professional payroll based on officials' ranks and public employees' professional titles for officials and public employees without holding leadership positions.

Therefore, after the salary reform, one professional payroll will be constructed based on public employees' professional titles for public employees without holding leadership positions.

*Note: As of now, there is still no specific payroll officially established for doctors working in public health facilities
