On February 21, 2023, the Ministry of Home Affairs of Vietnam issued Official Dispatch 639/BNV-VP in 2023 on the implementation of Decision 893/QD-TTg in 2020 approving the project to build a national database on cadres, civil servants and public employees and Decision 06/QD-TTg dated January 6, 2022.
According to that, according to Appendix 1 issued together with Official Dispatch 639/BNV-VP in 2023, it is clear about 109 fields of information in the national database, including:
- Curriculum Vitae (including 31 fields of information)
- The process of training and retraining (including 6 areas)
- Summary of working process
- Characteristics of personal history: (including 3 issues)
- Reward and discipline: (including 2 issues)
- Family relations: (including 2 issues)
- Economic situation of the family (3 issues)
- Comments and evaluations of agencies, organizations and units using it

On June 25, 2020, the Prime Minister of Vietnam issued Decision 893/QD-TTg in 2020 approving the project to build a national database on cadres, civil servants and public employees in state agencies.
In which, in subsection 2, Section 2 of Decision 893/QD-TTg in 2020, the Prime Minister of Vietnam has set the targets by 2023 as follows:

Gradually digitize information and data to replace traditional paper records; implement the allocation of civil servant payrolls, number of employees and labor contracts in state agencies through the software system and database.
+ Connect and share data with information systems, public service portals, other national databases and cadres, civil servants and public employees of ministries, branches and localities to collect data. collecting, integrating, synthesizing, analyzing data, forecasting to support in promulgating policies of the Government and Prime Minister of Vietnam on personnel and human resource work in real time.
Thus, by 2023, electronic resumes will be used to replace paper resumes, minimizing the declaration of records and resumes for cadres, civil servants and public employees when implementing the recruitment, grade promotion, grade transfer, transfer, change of working position, promotion, appointment, etc.
Simultaneously, step by step digitize data information to replace traditional paper records; implement the allocation of civil servant payrolls, number of employees and labor contracts in state agencies through the software system and database.

What is the prohibited act in using the national database on cadres, civil servants and public employees in Vietnam?
Pursuant to Article 4 of the Draft Regulations on updating the use and exploitation of data and information in the national database on cadres, civil servants and public employees, stipulating prohibited acts in the use of national database on cadres, civil servants and public employees includes:
- Providing untrue information
- Destroying the information infrastructure system or obstructing the stable and continuous operation and maintenance of the National Database on cadres, civil servants and public employees in state agencies.
- Illegally accessing the national database on cadres, civil servants and public employees in state agencies; illegally copying, falsifying information, changing, deleting or destroying data in the National Database on cadres, civil servants and public employees in state agencies.
- Exploiting, using or disclosing information from the National Database on cadres, civil servants and public employees in state agencies in contravention of regulations, infringing upon the right to private life and personal secrets family secret.
- Other acts prohibited by law.
